<br />County Manager - Update on CCS QSCB (Qualified Schools Construction Bonds)

<br />David Burnett, Cabarrus County Schools (CCS), presented the following
<br />information as an update on the QSCB projects for CCS and responded to
<br />questions from the Board. CCS Superintendent Dr. Barry Shepherd; Kathy
<br />Auger, Assistant Superintendent of Human Resources; Kelly Kluttz, Chief
<br />Financial Officer; and CCS Board of Education members Blake Kiger, Barry
<br />Shoemaker and Lynn Shue were also in attendance.

<br />Cabarrus County Schools - Resolution - Staff Compensation
<br />Commissioner Measmer suggested Chairman Poole recuse herself from
<br />discussion of or voting on the next three Agenda items, related to Cabarrus
<br />County Schools (CCS), due to her employment with them.
<br />Chairman Poole advised she intends to recuse herself from voting on the
<br />item related to staff compensation for Cabarrus County School employees at
<br />the regular meeting in two weeks, when the item will be up for a vote. She
<br />stated, per her consultation with the County Attorney, it is permissible for
<br />her to participate in the discussion of the item.
<br />Dr. Barry Shepherd, Cabarrus County Schools (CCS) Superintendent,
<br />recognized CCS Board of Education (BOE) members in attendance, Blake Kiger,
<br />CCS BOE Chairman; Barry Shoemaker, CCS BOE Vice Chairman; and Lynn Shue, BOE
<br />Member. He also recognized Kelly Kluttz, CCS Chief Financial Officer and
<br />Kathy Auger, CCS Assistant Superintendent of Human Resources, who were also
<br />in attendance.
<br />Kelly Kluttz presented a request for an increase in CCS staff
<br />compensation. The Board of Commissioners was presented a resolution
<br />requesting $2,935,500.00 in operating funds in order for all school employees
<br />to receive the equivalent of a 1.5 percent increase in salary. She read the
<br />resolution aloud.
<br />The resolution is as follows:

<br />WHEREAS, performance expectations for Cabarrus County school employees
<br />have never been higher;
<br />WHEREAS, funding cuts and freezes left school employees without any pay
<br />increase between 2008 and 2012:
<br />WHEREAS, between 2008 and 2013, the cost of living has increased 9.7%;
<br />WHEREAS, although the state provided a 1.2% increase for 2012 -2013, no
<br />increase was provided for 2013 -2014;
<br />WHEREAS, it is necessary to provide fair and competitive wages to
<br />school employees in order to maintain excellent public schools in Cabarrus
<br />County; and
