January 6, 2014 (Work Session) <br />Page 1866 <br />WHEREAS, employees of Cabarrus County who did not work in the school <br />system received a cumulative total of 12% cost of living increase during the <br />same fiscal years, and merit pay for exemplary job performance during three <br />of the seven years; <br />NOW, THEREFORE, the Cabarrus County Board of Education unanimously <br />resolves to request the Cabarrus County Board of Commissioners provide <br />$2,935,500 in operating funds so that all school employees can receive the <br />equivalent of a 1.5% increase in salary, through an adjustment to salary, <br />supplement, or both, effective immediately. <br />Adopted this the 9th day of December, 2013. <br />/s/ Blake Kiger <br />Chair, Board of Education <br />Attest: <br />/sf Barry C. Shepherd <br />Kathy Auger advised the turnover rate increased last year, stating 242 <br />teachers left employment with the school system. <br />Chairman Poole opened the floor for discussion. She advised similar <br />requests from Kannapolis City Schools and Rowan - Cabarrus Community College <br />have not yet been received. <br />A discussion ensued. <br />Commissioner Morris expressed support for the resolution. <br />Commissioner Measmer expressed support for an increase of teacher <br />supplement pay. <br />Commissioner Oesterreich expressed support for an increase of teacher's <br />salaries, but stated that there needs to be a plan. He questioned why the <br />issue was before the Board during this time of the year. <br />Chairman Poole stated the three items from Cabarrus County Schools <br />(CCS) are on the Agenda at the request of CCS. She advised when the Board <br />votes on this issue, three votes will be required for it to pass, per <br />Robert's Rules of Order. She stated, if the Board chooses to split the item <br />into two parts, one for certified salaries and one for classified salaries, <br />as a certified employee, she would be able to vote on the classified salaries <br />request. She also noted the schedule on which teacher supplements are paid <br />has impacted the timing of the request. <br />Discussion continued. <br />Commissioner Oesterreich stated he would like additional information <br />from the CCS Board of Education prior to the vote. He specifically requested <br />information regarding employee classifications, as well as a breakdown of <br />classified versus certified employees. <br />Discussion continued. During discussion, Ms. Kluttz and Dr. Shepherd <br />responded to questions from the Board with Blake Kiger, CCS BOE Chairman, <br />also joining the discussion. During discussion, the following issues were <br />addressed: salaries; school construction; the salary study; etc. <br />Chairman Poole repeated her request for the classified and certified <br />positions salary request to be considered as separate motions. <br />Cabarrus County Schools - Resolution for New Elementary School Funding Needs <br />Len Witke, Cabarrus County Schools (CCS), Executive Director for <br />Facilities Management, presented a resolution for a new elementary school and <br />the associated funding needs. The Board of Commissioners was presented a <br />resolution requesting funding in the amount of $2C,000,OCO.00 for the <br />construction of a new elementary school in northwest Cabarrus County.
