January 6, 2014 (Work Session) Page 1873 <br />Susan Fearrington, Assistant Finance Director, presented the following <br />information relating to the Public School Building Capital Fund North <br />Carolina Education Lottery Applications. <br />Accumulated lottery proceeds in the amount of $4,911,790.00 were <br />included in the FY14 General Fund budget to pay a portion of debt <br />service related to public school debt. Upon approval by the <br />Cabarrus and Kannapolis Boards of Education and the Cabarrus <br />County Commissioners, two payment applications will be submitted <br />to the Department of Public Instruction for the funds. Cabarrus <br />County Schools' application will be for $4,273,257.00 and <br />Kannapolis City Schools' application will be for $638,533.00 for <br />a total of $4,911,790.00. <br />Ms. Fearrington also responded to questions from the Board. <br />Human Services - DSS - 2014 -2015 Community Development Block Grant Public <br />Service Activities Request <br />Ben Rose, Human Services Director, reported the Department of Human <br />Services is seeking approval to submit an application for the 2014 -15 <br />Community Development Block Grant Public Service Activities. The purpose of <br />this grant is to fund activities that benefit low and moderate - income <br />residents of the City of Kannapolis. The Department is seeking these funds <br />to enhance services at the Kannapolis Congregate Nutrition Site which serves <br />the elderly population of the City of Kannapolis. These services will <br />include: health care, education, mental health and recreation as well as <br />improving the community facility. <br />Kathy Mowrer, Human Services Adult and Aging Services Program <br />Administrator, presented a short video depicting events at the Kannapolis <br />Lunch Plus site. She stated the video is courtesy of Cabarrus This Week. <br />She advised Cooperative Christian Ministry would be assisting in the grant <br />writing process. She also reviewed the grant application process and the <br />estimated dates for applying. <br />A discussion ensued with Ms. Mowrer and Mr. Rose responding to <br />questions from the Board. <br />Library - Flowe Trust Donation and Related Budget Amendment <br />Dana Eure, Library Director, advised, in 2012, the Cabarrus County <br />Public Library received a donation from the estate of Mary Lore Flow for <br />$53,851.00. She requested approval for a budget amendment to reallocate <br />those funds so that they can be used to purchase acoustical treatments and <br />chairs for the Concord Library Auditorium. She stated when the Concord <br />Library was renovated a few years ago the auditorium was not included in <br />those improvements. She also responded to questions from the Board. <br />Planning and Development - Participation in the Cabarrus /Iredell /Rowan HOME <br />Consortium <br />Kelly Sifford, Planning and Development Director, presented the <br />following information relating to participation in the Cabarrus /Iredell /Rowan <br />HOME Consortium. <br />Cabarrus County has participated in the Cabarrus /Iredell /Rowan <br />HOME Consortium for nearly 20 years. This program provides full <br />housing rehabilitation for low to moderate income residents of <br />Cabarrus County. Cabarrus County focuses on elderly and disabled <br />persons and households for this service. Every three years, all <br />of the consortium members must choose to commit to program <br />participation for the next term in order for the consortium to <br />continue. Some members actively participate while others only <br />agree to be members of the consortium. Cabarrus County is <br />required to notify the City of Concord by February 3, 2014 of our <br />intent to remain in the consortium. The benefit to Cabarrus <br />County has been non - competitive funding for housing. In the <br />past, Cabarrus County has had to compete at the state level for <br />funding and wait on funding that was released in three year <br />cycles. The housing programs at the state level have been <br />virtually eliminated at this time and the Cabarrus /Iredell /Rowan <br />HOME Consortium may be Cabarrus County's only source of full <br />housing rehabilitation funds. <br />
