Commissioner Measmer seconded the motion. <br />level. <br />A discussion ensued regarding submitting legislative goals to the state <br />The MOTION unanimously carried. <br />County Manager - Balance of RCCC Capital Reserve Funds - Balance Transfer <br />$45,217.86 <br />Pam Dubois, Deputy County Manager, presented the following information <br />relating - to a request for the balance of Rowan - Cabarrus Community College <br />(RCCC) Capital Reserve Fund. She also responded to questions from the Board. <br />On November 19, 2012, the County approved the transfer of <br />$234,825.00 of Rowan - Cabarrus Community College (RCCC) Capital <br />Reserve Funds for the South Campus Renovation for one stop, <br />student services and the academic advisory center in building <br />1000. RCCC thought they had requested the entire balance of <br />their capital funds however, upon reconciling the funds for the <br />total project cost, $45,217.86 was remaining. RCCC requests to <br />transfer that amount to fund the completion of their project. <br />This will exhaust their capital reserve funds held by the County. <br />Count Manager - Filing Fees for 2014 Candidates for Cabarrus County Sheriff <br />and Countv Commissioners <br />Pam Dubois, Deputy County Manager, reported the Board of Elections <br />requests the Board to set the filing fees per NCGS 163 -1.07, for the following <br />positions: Sheriff and Commissioners. She stated the fees are required to <br />be set at one percent of the annual salary of the office being sought. Each <br />candidate shall pay to the Board of Elections with which he files under the <br />provision of G.S. 163 -106, a filing fee for the office he seeks and in the <br />amount specified in the following tabulations: <br />All county offices not compensated by fees - One percent (1 %) of the <br />annual salary of the office sought. The County sets the following fees for <br />the following offices: <br />Sheriff ($101,823.68 x 1 %) = $1,018.24 <br />Commissioner ($12,308.88 x 1 %) = $123.09 <br />County Manager - Update to Interlocal Agreement for the Establishment of the <br />Regional Radio Advisory Council <br />Mike Downs, County Manager, reported Cabarrus County is a member in a <br />"shared" regional radio system maintained by the City of Charlotte and <br />Mecklenburg County. He advised the Mecklenburg County Board of Commissioners <br />and the Charlotte City Council recently adopted an update to our Interlocal <br />agreement, thereby establishing the Regional Radio Advisory Council, along <br />with its charter and bylaws. <br />In response to questions from the Board, Mr. Downs stated he currently <br />represents the county on this board. He also advised there is a technical <br />committee within the county made up of first responders who work on the radio <br />system. There is also an oversight committee comprised of Mr. Downs and the <br />city managers of Concord and Kannapolis. Mr. Downs and the city managers of <br />Concord and Kannapolis have scheduled to annually rotate service at the <br />regional board meetings. <br />Finance - Public School Building Capital Fund North Carolina Education <br />Lottery Applications - $4,911,790.00 <br />
