During discussion, Mr. Witke, Blake Kiaer, CCS <br />BOE Chairman, Dr. Barry Shepherd, GCS Superintendent and Kelly Kluttz, CCS <br />Chief Financial Officer, responded to questions from the Board. <br />Commissioner Oesterreich repeated his intent to vote against funding <br />for the construction of a new elementary school in northwest Cabarrus County, <br />citing excess funds are used for facilities instead of teacher salaries. <br />Chairman Poole reviewed the school construction process. She suggested <br />the Board consider funding the architectural fees. She also suggested the <br />CCS BOE consider utilizing a Construction Manager at Risk process to control <br />costs. <br />Cabarrus County Schools - Resolution in Support of Bond Referendum <br />Kelly Kluttz, Cabarrus County Schools (CCS) Chief Financial Officer, <br />presented a request for support of a bond referendum. The Board of <br />Commissioners was presented a resolution requesting support of a bond <br />referendum. Ms. Kluttz read the resolution aloud. <br />The resolution is as follows: <br />CABARRUS COUNTY BOARD OF EDUCATION <br />RESOLUTION IN SUPPORT OF BOND REFERENDUM <br />WHEREAS, the enrollment of the Cabarrus County Schools continues to <br />increase and now exceeds 30,000 students; <br />WHEREAS, Cabarrus County is obligated to provide adequate school <br />facilities for Cabarrus County residents by providing funding for <br />constructing new, expanding or renovating various school buildings and <br />facilities in Cabarrus County; <br />WHEREAS, adequate school facilities are not now available in Cabarrus <br />County; <br />WHEREAS, Cabarrus County Schools has currently identified constructing, <br />expanding, renovating and repair needs that exceed $250 million and continue <br />to grow. It is necessary to provide funding for the most immediate needs in <br />Cabarrus County as addressed in this resolution; <br />WHEREAS, it is necessary to provide additional school facilities by <br />constructing, expanding and renovating various school buildings and <br />facilities in Cabarrus County; <br />WHEREAS, Mount Pleasant Middle School is badly deteriorated and a <br />replacement needs to be built; <br />WHEREAS, portions of Royal Oaks Elementary School, Coltrane Webb <br />Elementary School, Central Cabarrus High School, and the Glenn Center (old <br />Concord High School) are badly deteriorated; <br />WHEREAS, a number of schools throughout the County are in need of <br />renovation and repair; <br />WHEREAS, a bond referendum is an appropriate way to finance these <br />projects; and <br />WHEREAS, the Cabarrus County Board of Education wishes to join hands <br />with the Cabarrus Board of County Commissioners in presenting a bond <br />referendum to the public which will address these critical capital needs. <br />NOW, THEREFORE, the Cabarrus County Board of Education unanimously <br />resolves to request the Cabarrus County Board of Commissioners to place a <br />bond referendum on the May, 2014 ballot which includes the following items <br />for the Cabarrus County Schools, for $60,000,000: <br />1. Replace Mount Pleasant Middle School <br />2. Replacement Elementary School in Royal Oaks Vicinity <br />3. Capital Improvement Projects at Coltrane Webb Elementary School, <br />Central Cabarrus High School, and the Glenn Center (old Concord High <br />School) <br />Adopted this the 9th day of December, 2013. <br />sl Blake Kiaer <br />
