Shepherd <br />A discussion ensued. <br />Chair, Board of Education <br />Page 1870 <br />Commissioner Oesterreich expressed opposition to a bond referendum <br />citing ongoing debt. <br />Commissioner Morris expressed support for going forward with a bond <br />referendum and letting voters make the decision. <br />Commissioner Measmer requested a breakdown of how the proposed bond <br />funds would be appropriated including a list of capital improvement projects. <br />Chairman Poole requested a copy of the previous study on Mt. Pleasant <br />Middle School. <br />Discussion continued. during discussion, the following issues were <br />addressed: County bond council, Steve Cordell, confirmed a May bond <br />referendum is not feasible; the deadline to bring all requests from Cabarrus <br />County Schools, Kannapolis City Schools and Rowan - Cabarrus Community College <br />to the Local Government Commission (LGC) is May 23' in order to have a <br />November bond referendum; the schedule for conducting a November bond <br />referendum was published in the 2013 Fall Retreat Agenda; KCS and RCCC have <br />requested to be included in the process; etc. <br />Chairman Poole expressed support for a bond referendum on the ballot to <br />give the voters a voice. <br />Discussion continued regarding whether or not to suspend the rules and <br />take action on this item. FI_l <br />The Board took a short break at 6:15 p.m. The meeting resumed at 6:31 <br />Active Living and Parks - Matching Incentive Grant Request <br />Londa Strong, Active Living and Parks Director, presented the following <br />information relating to a request for a matching incentive grant and <br />responded to questions from the Board. <br />One of the FY14 approved Matching Incentive Grant recipients did <br />not follow purchasing guidelines, and therefore, forfeited <br />$6,169.00 of their awarded funding. Their half of the funding <br />has been returned to them leaving $6,169.00 in unassigned funds. <br />The Northwest Cabarrus Middle and High School Community Track <br />Renovation Project did not receive all of their requested funding <br />during the regular funding cycle. The recommendation from the <br />Active Living and Parks Commission was based on the amount of the <br />request. The project manager and principal were contacted to <br />verify they had $6,169.00 that could be used to match this <br />funding, if approved. <br />Northwest Cabarrus High School is the only project that did not <br />received full requested funding ($20,000.00) during the regular <br />funding cycle. Concord Rotary did not receive any requested <br />funding ($15,000.00) for their project as they did not meet <br />minimum application requirements. <br />NWCHS requested $20,000.00 and received $12,866.00 leaving them <br />$7132.00 less than their requested amount. The transfer of <br />$6169.00 would only leave them $963.00 short of their original <br />requested amount to renovate the track. <br />No additional funds are being requested. An internal budget <br />amendment would be needed for this request to be finalized. <br />Active Living and Parks Transfer of Funds to Purchase Baseball Mounds for <br />Tournament Play at County Parks <br />
