Januarys 21, 2014 (Regular Meeting) Page 1876 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, January 21, 2014, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Chairman Poole led the Pledge of Allegiance. <br />Reverend Thant McManus from Evangel Worship Center in Concord delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the minutes of November 18, 2013 <br />(Regular Meeting), December 2, 2013 (Work Session) and December 16, 2013 <br />(Regular Meeting) as written. <br />B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Additions: <br />Closed Session <br />L -1 Closed Session - Pending Litigation <br />Supplemental Information: <br />Old Business <br />E -1 Human Services - NC FAST Update <br />• Spreadsheet <br />Consent <br />F -1 Active Living and Parks --- Matching Incentive Grant Request <br />• Budget Amendment <br />Revised: <br />Consent <br />F -1 Active Living and Parks - Matching Incentive Grant Request <br />• Motion revised to include adoption of budget amendment <br />Appointments to Boards and Committees <br />H -1 Appointments - Transportation Advisory Committee <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Planning and Development - Soil and Water Conservation District - 2014 <br />Conservation Technical District of the Year Recognition <br />Dennis Testerman, Senior Resource Conservation Specialist, announced <br />the Cabarrus County Soil and Water Conservation District is the recipient of <br />the 2014 Conservation Technical District of the Year Award. He stated this <br />is the District's 50` year as a single county conservation district and one <br />of three county -wide elected boards. He then introduced staff members Daniel <br />McClellan, Resource Conservation Specialist; Chris Childers, District <br />Conservationist for the USDA Natural Resource Conservation Service; Amy <br />Griffith, former Soil and Water Conservation District Administrative <br />Secretary; and Sarah Piper, Resource Conservation Coordinator. <br />Vicky Porter, Soil and Water Conservation Board of Supervisors, <br />District Chair, introduced Soil and Water Conservation Board of Supervisors <br />members Robert Brown, Louis Suther and Ned Hudson.
