January 21, 2014 (Regular Meeting) Page 1877 <br />Soil and Water Conservation Board of Supervisors, Vice Chair, was unable to <br />attend. She commended the Soil and Water Conservation District Board of <br />Supervisors for their achievements and thanked the Board of Commissioners for <br />their support. <br />On behalf of the Board, Vice Chairman Burrage presented the award to <br />Ms. Porter. <br />Ms. Porter accepted the award and thanked the Board again for their <br />support. <br />Mr. Testerman highlighted achievements during the period of recognition <br />as well as acknowledged conservation education programs. He also advised two <br />of the three elected seats for the District Board will be up for election in <br />November. <br />(C -2) Recognition of Fair Staff for 2013 Fair Awards <br />Kevin Hardison, NC Department of Agriculture, Consumer Services, <br />recognized the 2013 Cabarrus County Fair for receiving the Commission of <br />Agriculture's Award for Excellence in Promoting Agriculture. He commended <br />Fair staff for the fair's quality and the hard work that went into the 2013 <br />Fair. <br />Bonnie Holloman, Executive Director, NC Fair Association, stated the <br />Association considers the Cabarrus County Fair a model for their hard work <br />and achievements. She also recognized the Cabarrus County Fair for awards <br />received from the International Association of Fairs & Expositions (IAFE) . <br />She further commended Kate Sharpe, Cabarrus County Fair and Events Director, <br />for her efforts and accomplishments with the Cabarrus County Fair. <br />Mr. Hardison and Ms. Sharpe recognized and presented awards to Joanne <br />Levy, Fair Secretary; Matt Barrier, Livestock Coordinator; Mary Ann Cooper, <br />Exhibit Director; Elizabeth Wensil, Office Assistant; Tami Specht, Entry <br />Coordinator; Anita Tucker, Exhibiter Premiums; and Carl Beard, Poultry <br />Superintendent. <br />Mr. Hardison also recognized all volunteers in the audience and thanked <br />supporters of the Fair. <br />(C -3) Proclamation - Black History Month <br />Chairman Poole read the proclamation aloud. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board adopted the following <br />proclamation: <br />Proclamation Flo. 2014 -01 <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />PROCLAMATION <br />WHEREAS, Black History /African - American History Month is the observance <br />of a special period to recognize the achievements and contributions of <br />African - Americans to our county, state, and nation; and <br />WHEREAS, this observance presents the special opportunity to become <br />more knowledgeable about black heritage, and to honor the many black leaders <br />who have played a part in the progress of our county; and <br />WHEREAS, such knowledge can strengthen the insight of all our citizens <br />regarding the issues of human rights, the great strides that have been made <br />in the crusade to eliminate the barriers of equality for minority groups, and <br />the continuing struggle against racial discrimination and poverty; <br />WHEREAS, as a result of their determination, hard work, intelligence, <br />and perseverance, African- Americans have achieved exceptional success in all <br />aspects of society including business, education, politics, science, <br />athletics, and the arts; and <br />NOW, THEREFORE, BE IT PROCLAIMED that the Board of Commissioners for <br />Cabarrus County, North Carolina, do hereby proclaim February 2014 as Black <br />History /African- American History Month and encourage all citizens to <br />
