Poole, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:47 <br />p.m. She stated each speaker would be limited to three minutes. <br />Olenda Walker, resident of 10000 Mt. Pleasant Road in Midland, spoke in <br />opposition to high property taxes in Cabarrus County. She urged the Board to <br />consider all Cabarrus County residents when making decisions. <br />Veleria Levy, resident of 1064 Westlake Drive in Kannapolis, spoke in <br />support of the Cabarrus County Fair. She stated, although she lives closer <br />to another fair, she drives to the Cabarrus County Fair because of the <br />excellent conditions and cleanliness of the fair. She commended staff and <br />volunteers for their hard work and effort. She was accompanied by her son, <br />Joseph Earl Levy. <br />Harry Stanhope, resident of 1231 Bennington Drive in Concord, stated <br />the Cabarrus County Fair is well organized and very important for the County. <br />He also noted the importance of agricultural land in the county. <br />Joyce Whitley, resident of 21700 Joy Road in Locust, stated she was <br />speaking on behalf of the North Carolina Make it with Wool Competition. She <br />thanked the Cabarrus County Fair for hosting the North Carolina Make it with <br />Wool Competition and also commended Kate Sharpe, Fair and Events Director, <br />and Fair staff for using innovative ideas to involve and engage fairgoers <br />each year. <br />Nelson Nay, resident of 8456 Live Oak Road in Harrisburg and Fair <br />volunteer since 2002, spoke in support of the Cabarrus County Fair. He <br />congratulated and commended Kate Sharpe, Fair and Events Director, and staff <br />for the awards received for the 2013 Cabarrus County Fair and for running an <br />outstanding Fair. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E--1) Human Services - NC FAST Update <br />Ben Rose, Human Services Director and Trish Baker, Economic Services <br />Program Administrator, presented an update on the processing of food stamp <br />applications within the Economic Services Division as the conversion to the <br />NC FAST system continues. Concerns regarding the Medicaid rollout were also <br />addressed. <br />A discussion ensued. During discussion, Mr. Rose and Ms. Baker <br />responded to questions from the Board. No action was taken. <br />(F) CONSENT AGENDA <br />(F -1) Active Living and Parks - Matching Incentive Grant Request <br />One of the FY14 approved matching incentive grant recipients did not <br />follow purchasing guidelines, and therefore, forfeited $6,169.00 of their <br />awarded funding. Their half of the funding has been returned to them leaving <br />$6,169.00 in unassigned funds. <br />The Northwest Cabarrus Middle and High School Community Track <br />Renovation Project did not receive all of their requested funding during the <br />regular funding cycle. The recommendation from the Active Living and Parks <br />Commission was based on the amount of the request. The project manager and <br />principal were contacted to verify they had $6,169.00 that could be used to <br />match this funding, if approved. <br />Northwest Cabarrus High School is the only project that did not receive <br />full requested funding ($20,000.00) during the regular funding cycle. <br />
