January 21, 2014 (Regular Meeting) <br />Page 1881 <br />WHEREAS, to facilitate regionalism and interoperability, Cabarrus <br />County and other users of the Radio System wish to participate in a regional <br />radio advisory council that will: (a) guide the strategic growth and <br />development of the Regional Radio System; (b) establish regional performance <br />and technical standards for the Regional Radio System, and (c) establish <br />interoperability processes and procedures; <br />WHEREAS, Cabarrus County and other users of the Regional Radio System <br />desire to enter into Interlocal Agreement For Regional Radio System <br />Governance to participate in the Regional Radio Advisory Council; <br />WHEREAS, Cabarrus County desires to authorize a representative to act <br />on its behalf on matters before the Regional Radio Advisory Council; <br />WHEREAS, Article 20 of Chapter 160A of the North Carolina General <br />Statutes authorizes local governments to establish a regional radio advisory <br />council in accordance with the terms of this Agreement; <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners hereby: <br />1. Approves and ratifies the attached Interlocal Agreement For Regional <br />Radio System Governance by and among the City of Charlotte, <br />Mecklenburg County and other users of the Regional Radio System (the <br />"Regional Radio Interlocal "); and <br />2. Appoints the person fulfilling the job of County Manager to serve as <br />"Primary Representative" for Cabarrus County, under the terms of the <br />Regional Radio Interlocal Agreement; <br />3. Authorizes the Cabarrus County Manager to appoint another person to <br />serve as Representative under the Regional Radio Interlocal <br />Agreement in the event the above named person leaves Cabarrus County <br />employment or is no longer willing or able to serve for any reason; <br />4. Authorizes the person serving as Representative to represent <br />Cabarrus County with respect to all matters within the Regional <br />Radio Advisory Council's authority under the Regional Radio <br />Interlocal Agreement. <br />Adopted this the 21st day of January, 2014. <br />/s/ Elizabeth F. Smit <br />Clerk to the Board of Commissioners <br />(F -6) Finance - Public School Building Capital Fund North Carolina Education <br />Lottery Applications - $4,911,790.00 <br />Accumulated lottery proceeds in the amount of $4,911,790.00 were <br />included in the FY14 General Fund budget to pay a portion of debt service <br />related to public school debt. Upon approval by the Cabarrus and Kannapolis <br />Boards of Education and the Cabarrus County Commissioners, two payment <br />applications will be submitted to the Department of Public Instruction for <br />the funds. Cabarrus County Schools' application will be for $4,273,257.40 <br />and Kannapolis City Schools' application will be for $638,533.00 for a total <br />of $4,911,794.00. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board authorized the Chairman to execute the <br />Public School Building Capital Fund applications to release funds from the <br />North Carolina Education Lottery Fund and to approve the related budget <br />amendment and revised capital project ordinance. <br />Date: 12 /19/2013 Amount: $4,911,790 <br />Dept.
