Poole, Chairman <br />ATTEST: <br />/s/ Megan'Smit <br />Clerk to the Board <br />(F -7) Human Services - DSS - 2014 -2015 Community Developm Block Grant <br />Public Service Activities Request <br />The Department of Human Services is seeking approval to submit an <br />application for the 2014 -15 Community Development Block Grant Public Service <br />Activities. The purpose of this grant is to fund activities that benefit low <br />and moderate - income residents of the City of Kannapolis. The Department is <br />seeking these funds to enhance services at the Kannapolis Congregate <br />Nutrition Site which serves the elderly population of the City of Kannapolis. <br />These services will include: health care, education, mental health and <br />recreation as well as improving the community facility. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board authorized the grant application <br />submission. <br />(F -8) Library - Flowe Trust Donation and Related Budget Amendment <br />In 2012, the Cabarrus County Public Library received a donation from <br />the estate of Mary Lore Flowe for $53,851.00. This budget amendment <br />reallocates those funds so that they can be used to purchase acoustical <br />treatments and chairs for the Concord Library Auditorium. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the following budget amendment: <br />Date:12 /2/2013 Amount:$ 58, 851.00 <br />Dept. This program provides full housing <br />rehabilitation for low to moderate income residents of Cabarrus County. <br />Cabarrus County focuses on elderly and disabled persons and households for <br />this service. Every three years, all of the consortium members must choose <br />to commit to program participation for the next term in order for the <br />consortium to continue. Some members actively participate while others only <br />agree to be members of the consortium. Cabarrus County is required to notify <br />the City of Concord by February 3, 2014 of our intent to remain in the <br />consortium. The benefit to Cabarrus County has been non - competitive funding <br />for housing. In the past, Cabarrus County has had to compete at the state <br />level for funding and wait on funding that was released in three year cycles. <br />The housing programs at the state level have been virtually eliminated at <br />this time and the Cabarrus /Iredell /Rowan HOME Consortium may be Cabarrus <br />County's only source of full housing rehabilitation funds. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board moved to remain in the <br />
