January 21, 2014 (Regular Meeting) Page 1884 <br />Cabarrus /Iredell /Rowan HOME .Consortium and notify the City of Concord of that <br />intent. <br />(F -10) Tax Administration - Refund and Release Report - December <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105 -301. Refund <br />report is a summary sheet which lists data from each refund request <br />form, along with the justification for the refunds to the taxpayers in <br />accordance with N.C.G.S. 105 -381. <br />Note: Due to the transition of motor vehicles onto the new North <br />Carolina Vehicle Tax System (NCVTS), motor vehicle- related refunds and <br />releases will begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION Commissioner Measmer, seconded by Vice Chairman Burrage and <br />unanimously carried, the Board approved the December 2013 Refund - Release <br />report, along with the NCVTS Refund report, as submitted and granted <br />authority to the 'Tax Collector to process the refunds and releases. The <br />report is hereby incorporated into the minutes by reference and is on file <br />with the Clerk to the Board. <br />(G) NEW BUSINESS <br />None. <br />H) APPOINTMENTS <br />(H -1) Appointments - Transportation Advisory Board <br />Julia Patterson "Cabarrus Health Alliance Healthy Cabarrus " and Helen <br />Leak "NC Mental Health" have resigned from their positions on the <br />Transportation Advisory Board (TAB) . Ms. Patterson has recommended Leigh <br />Glass to complete her term. Ms. Leak has recommended Dalton Russell, <br />Consumer Affairs Specialist at Cardinal Innovations Healthcare Solutions to <br />complete her term. <br />The TAB requests the "Visually Impaired" position be renamed "Citizen <br />Advocate /ADA" and the "City of Kannapolis" position be renamed "Citizen <br />Advocate /Aging ". Charles Hendrix is recommended to fill the "Citizen <br />Advocate /ADA " position and James Polk is recommended to fill the "Citizen <br />Advocate /Aging" position. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board removed Julia Patterson and Helen Leak <br />from the Transportation Advisory Board roster and thanked them for their <br />service. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board appointed Leigh Glass "Cabarrus Health <br />Alliance Healthy Cabarrus" to the Transportation Advisory Board to complete <br />an unexpired term ending June 30, 2016; appointed Dalton Russell "NC Mental <br />Health" to the Transportation Advisory Board to complete an unexpired term <br />ending June 30, 2015; appointed Charles Hendrix "Citizen Advocate /ADA" and <br />James Polk "Citizen Advocate /Aging" to the Transportation Advisory Board for <br />three -year terms ending June 30, 2017; including an exception to the "service <br />on multiple boards" provision of the Appointment Policy; and approve the <br />requests for position name changes as applicable. <br />(I) REPORTS <br />(I -1) County Manager - Monthly Reports on Building Activity <br />The Board received the Cabarrus County Construction Standards Dodge <br />Report for December 2013 and the Cabarrus County Commercial Building flan <br />Review Summary for December 2013 for informational purposes as part of the <br />Agenda. No action was required of the Board. <br />(I -2) EDC December Monthly Summary Report <br />The Board received the Cabarrus Economic Development Corporation (EDC) <br />monthly report for the month of December as part of the Agenda. No action <br />was required of the Board. <br />
