(F -10) Tax Administration - Refund and Release Report - December Release report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation /tax amounts for outstanding levies in accordance with N.C.G.S. 105 -301. Refund report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105 -381. Note: Due to the transition of motor vehicles onto the new North Carolina Vehicle Tax System (NCVTS), motor vehicle- related refunds and releases will begin to be displayed on the new report generated by NCVTS. UPON MOTION Commissioner Measmer, seconded by Vice Chairman Burrage and unanimously carried, the Board approved the December 2013 Refund - Release report, along with the NCVTS Refund report, as submitted and granted authority to the 'Tax Collector to process the refunds and releases. The report is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board. (G) NEW BUSINESS None. H) APPOINTMENTS (H -1) Appointments - Transportation Advisory Board Julia Patterson "Cabarrus Health Alliance Healthy Cabarrus " and Helen Leak "NC Mental Health" have resigned from their positions on the Transportation Advisory Board (TAB) . Ms. Patterson has recommended Leigh Glass to complete her term. Ms. Leak has recommended Dalton Russell, Consumer Affairs Specialist at Cardinal Innovations Healthcare Solutions to complete her term. The TAB requests the "Visually Impaired" position be renamed "Citizen Advocate /ADA" and the "City of Kannapolis" position be renamed "Citizen Advocate /Aging ". Charles Hendrix is recommended to fill the "Citizen Advocate /ADA " position and James Polk is recommended to fill the "Citizen Advocate /Aging" position. UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer and unanimously carried, the Board removed Julia Patterson and Helen Leak from the Transportation Advisory Board roster and thanked them for their service. UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage and unanimously carried, the Board appointed Leigh Glass "Cabarrus Health Alliance Healthy Cabarrus" to the Transportation Advisory Board to complete an unexpired term ending June 30, 2016; appointed Dalton Russell "NC Mental Health" to the Transportation Advisory Board to complete an unexpired term ending June 30, 2015; appointed Charles Hendrix "Citizen Advocate /ADA" and James Polk "Citizen Advocate /Aging" to the Transportation Advisory Board for three -year terms ending June 30, 2017; including an exception to the "service on multiple boards" provision of the Appointment Policy; and approve the requests for position name changes as applicable. (I) REPORTS (I -1) County Manager - Monthly Reports on Building Activity The Board received the Cabarrus County Construction Standards Dodge Report for December 2013 and the Cabarrus County Commercial Building flan Review Summary for December 2013 for informational purposes as part of the Agenda. No action was required of the Board. (I -2) EDC December Monthly Summary Report The Board received the Cabarrus Economic Development Corporation (EDC) monthly report for the month of December as part of the Agenda. No action was required of the Board.
