January 24, 2014 (Board Retreat) <br />Page 1886 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Friday, January 24, 2014 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Jonathan Marshall, Deputy <br />County Manager; Pam Dubois, Deputy County Manager and Megan Smit, Clerk to <br />the Board. <br />Chairman Poole called the meeting to order at 4:05 p.m. <br />Welcome and lntroductory Remarks <br />County Manager Mike Downs welcomed staff and guests to the Governmental <br />Center and reviewed the retreat agenda for the next two days. <br />Regional Overview and Demographics <br />John Chesser, Senior Analyst for UNC Urban Institute, presented a <br />PowerPoint presentation on the impact of demographic trends within our <br />region. The report included the following information: <br />• Demographics - Population <br />Growth in National Context <br />• Charlotte Region Population Growth <br />• County Growth Rates 2000 -2010 <br />• Population Changes <br />• Hot Spots of Growth <br />• Demographics - Age <br />+ Demographics - Education <br />• Demographics - Income <br />• Future Growth and Development <br />+ Growth After 2010 <br />• County Growth Projections <br />• Regional Hotspots, Predicted 2013 <br />• Update on "Hctspots" <br />• Trends Development <br />• Growth Prospects <br />• Cabarrus Activity Thru 2012 <br />• Revenue <br />• Cabarrus Tax Base 2012 <br />• Growth Potential <br />• Government Services <br />• Policy <br />+ Coordination <br />• Alternative to Growth <br />Throughout the presentation there was discussion with Mr. Chesser <br />responding to a variety of questions from the Board. <br />Dinner Break <br />The Board took a dinner break at 5:21 p.m. The meeting resumed at 5:24 <br />p.rri. <br />Discussion of Department Functions and Funding / Direction for 2015 Budget <br />Pam Dubois, Deputy County Manager, advised this portion of the retreat <br />involves an interactive exercise similar to one during the previous year's <br />retreat where the Board evaluated departmental functions. <br />The following department heads and administrative supervisors were in <br />attendance to provide information and answer questions: Trish Baker, <br />Economic Services; Kathy Mowrer, Adult and Aging Services; Cheryl Harris, <br />Child Welfare Division Program Administrator; Ben Rose, Human Services <br />Director; Angela Talley, Child Support Services; Bob Bushey, Transportation; <br />Bobby Smith, Emergency Management Director; Londa Strong, Active Living and <br />
