January 30, 2014 (Recessed Meeting Page 1.901 The Board of Commissioners for the County of Cabarrus met in recessed session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Thursday, January 30, 2014, at 4:00 p.m. Present - Chairman: Vice Chairman Commissioners Elizabeth F. Poole Larry M. Burrage Christopher A. Measmer Stephen M. Morris Jason A. Oesterreich Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the Board. The following persons representing Cabarrus County Schools were also present: Dr. Barry Shepherd, CCS Superintendent; Kelly Kluttz, CCS Chief Finance Officer; Kathy Auger, CCS Human Resources Director; Len Witke, Executive Director for Facilities Management; Mark Henriques, Attorney; Ailene Monroe, CCS Board of Education Clerk; Blake Kiger, CCS Board of Education Chair; Barry Shoemaker, CCS Board of Education Vice Chair; and CCS Board of Education Members Carolyn Carpenter, David Harris, Jeff Phillips, Lynn Shue and Rob Walters. Call to Order Chairman Poole called the meeting to order at 4 :05 p.m. Chairman Poole advised the Board would first address the agenda items that were moved from their previous meeting, before going into joint session with the Cabarrus County Schools Board of Education for further discussion. Action Items from the Board of Commissioners' Retreat on January 25, 2014 Cabarrus Count Schools Board of Education Resolution - Staff Compensation The following information relating to a request from the Cabarrus County Schools Board of Education was reviewed: The Cabarrus County Schools Board of Education has presented the County with a Resolution requested $2,935,500 in operating funds in order for all school employees to receive the equivalent of a 1.56 increase in salary. Commissioner Measmer MOVED to recuse Chairman Poole from a vote regarding the staff compensation request. Vice Chairman Burrage seconded the motion. Chairman Poole stated if the request was split into two separate votes for certified employees and non- certified employees, she would appreciate the opportunity to vote for the salary request for non - certified employees. The MOTION passed unanimously to recuse Chairman Poole from a vote regarding the staff compensation request. Commissioner Morris MOVED to approve Cabarrus County Schools request for an increase of 1.5 percent to all employee salaries, and to also include Kannapolis City Schools in that request, with the salary increase effective as of July 1, 2014. The motion died for lack of a second. Commissioner Measmer MOVED to approve a 15 percent increase to the supplement pay for Cabarrus County Schools, also including Kafinapolis City Schools, for all employee salaries of less than $70,000.00 per year, effective immediately through the end of the year. A discussion ensued regarding the actual amount of a 15 percent increase to supplement pay. During discussion, Cabarrus County Schools Board of Education Chair, Blake Kiger, interjected that their maintenance staff does not receive supplement pay. Kelly Kluttz, Cabarrus County School Chief Finance Officer, also noted, based on the current motion, only teachers and certified staff would receive a salary increase.
