January 30, 2014 (Recessed Meeting) <br />The motion died for lack of a second. <br />Page 1902 <br />The discussion continued regarding salaries and supplement pay. <br />Commissioner Oesterreich MOVED to approve a salary increase for any <br />school employee, making less than $70,000.00, by an increase of 15 percent in <br />their supplement pay or the equivalent for those employees that do not <br />receive supplement pay. Vice Chairman Burrage seconded the motion. <br />Commissioner Oesterreich clarified the motion to be effective <br />immediately, pro -rated for the remainder of the year. <br />The discussion continued. <br />Commissioner Oesterreich further clarified his motion for non - certified <br />employees, those who do not receive supplement pay, to receive a 0.75 percent <br />increase on their salary, for those with salaries up to $70,000.00. <br />Vice Chairman Burrage seconded the motion. <br />The discussion continued regarding the amount of salary increase, per <br />the language in the motion. During discussion, Chairman Poole advised of the <br />need for revision to the motion because all of the Kannapolis City Schools <br />employees receive supplements. <br />Vice Chairman Burrage retracted his second to the motion. <br />The discussion continued. <br />Commissioner Measmer seconded Commissioner Oesterreich's motion. <br />Following further discussion, Commissioner Morris voiced his opposition <br />to the motion, citing the need to be competitive with neighboring counties in <br />order to retain teachers. <br />The MOTION failed with Commissioners Measmer and Oesterreich voting for <br />and Vice Chairman Burrage and Commissioner Morris voting against. Chairman <br />Poole was recused from the vote. <br />Chairman Poole inquired if board members would be willing to separate <br />the motion into two parts for certified and non - certified employees, and <br />allow her to make a motion regarding the non - certified employees. <br />Commissioner Oesterreich voiced opposition to her request. <br />Commissioner Morris voiced support for her request. <br />Commissioner Oesterreich stated that he would support a motion by Vice <br />Chairman Burrage. <br />Vice Chairman Burrage MOVED to approve a one percent salary increase <br />for certified and non - certified employees of Cabarrus County Schools and <br />Kannapolis City Schools, for those employees with salaries up to $70,000.00. <br />Certified positions will receive the increase through their supplement pay <br />and non- certified employees will receive the increase in through their hourly <br />wages, pro -rated for the remainder of the year and effective February 1, <br />2014. <br />Commissioner Oesterreich seconded the motion, voicing his support for <br />teachers.
