Poole, Chairman <br />ATTEST: <br />/s/ Megan Smit <br />Clerk to the Board <br />Cabarrus County Board of Education Resolution - Bond Referendum <br />Steve Cordell, Bond Counsel for Cabarrus County, presented a review of <br />the bond process. He explained the bond process includes multiple players <br />such as the Cabarrus Board of Education (CCS BOE), Kannapolis Board of <br />Education (KCS BOE), Rowan- Cabarrus Community College Board of Trustees, <br />Board of Commissioners (BOC) and the Local Government Commission (LGC). He <br />advised the BOE determines funding needs and communicates those to the <br />commissioners. The BOC determines projects which they deem appropriate for <br />the bond referendum. The BOE has the right to petition the BOC to hold a <br />referendum to approve school bonds. The BOE does not have the ability to <br />dictate the amount on the referendum. Once petitioned, the BOC are required <br />to hold a bond referendum. At a certain point, early in the process, a pre - <br />application meeting with the School Boards, BOC and LGC will be held to <br />discuss how much will be on the bond referendum. He advised the next step <br />will be to schedule a pre- application meeting with the LGC and determine the <br />amount for the bond referendum. If approved, the bond referendum authorizes <br />a specific amount of bonds, available over 7 years, with a possible extension <br />of an additional 3 years. <br />Following further discussion, Chairman Poole suggested continuing <br />discussion regarding the bond referendum at a later date in order to continue <br />with the agenda. Mr. Cordell advised he would be gathering information and <br />notifying the school systems as the process for the bond referendum proceeds. <br />Recess <br />p.m. <br />The Board took a short break at 7:10 p.m. The meeting resumed at 7:19 <br />BOC and BOE Discussion Items <br />Cabarrus County Schools (CCS) Board of Education (BOE) Chair, Blake <br />Kiger, called to order the meeting of the Board of Education. <br />Facility Needs Study <br />Cabarrus County Schools (CCS) Board of Education (BOE) Chair, Blake <br />Kiger, advised it is the CCS BOE's intention to fund the facility needs <br />assessment. He stated the BOE is here to explain the benefits to CCS and <br />Cabarrus County. <br />The following introductions were made: Lynn Shue, CCS BOE Member; Len <br />Witke, CCS Facilities Manager; Barry Shoemaker, CCS BOE Vice Chairman; Blake <br />Kiger, CCS 30E Chairman; Dr. Barry Shepherd, Superintendent; CCS BOE Members <br />David. Harrison, Rob Walter and Jeff Phillips; and Mark Henriques, CCS BOE <br />Attorney. <br />Mr. Witke presented an overview of benefits expected from the facility <br />needs study. He advised it is less costly to manage preventative maintenance <br />versus reactive maintenance. <br />Barry Shoemaker, CCS BOE Vice Chairman, stated this is the first step <br />in providing better information and advised the facility needs study will <br />provide more information and data for more accurate estimates. <br />Chairman Kiger stated the purpose of this discussion is to provide <br />information to the Commissioners and reiterated the 130E is not requesting <br />funding from the Board for the study. <br />Lynn Shue, CCS BOE Member, stated a plan is needed for the list of <br />deferred maintenance projects the facility needs study will produce.
