Closed Session Chairman Poole announced a closed session is not needed. Commissioner Oesterreich requested information regarding the 15 percent reserve policy. Mike Downs, County Manager, explained the 15 percent policy is typically recommended by the state, however, 20 percent is recommended for counties our size. He stated staff feels comfortable with 15 percent and further advised that dipping below the 15 percent would have a negative impact on bond ratings. A discussion ensued. During discussion, Pam Dubois, Deputy County Manager, explained the reserve policy and how it relates to the County's cash flow purposes. She also responded to questions from the Board.
