February 17, 2014 (Regular Meeting) <br />Page 1933 <br />and Community Care Block Grant Advisory Committee to a three -year term ending <br />December 31, 2016; and reappointed Linda Miller "Centralina Area Agency on <br />Aging Ex Officio" representative to the Home and Community Care Block Grant <br />Advisory Committee for a three -year term ending December 31, 2016. <br />(H -6) Appointments - Juvenile Crime Prevention Council (JCPC) <br />LaShay Avery has resigned from her position on the Juvenile Crime <br />Prevention Council (JCPC) as the "Area Mental Health Director /Designee" <br />representative. It is requested to remove her name for the JCPC roster. <br />A letter was received from Anna Yon, Executive Director, Cardinal <br />Innovations Healthcare Solutions, recommending Deirdre Webb to fill this <br />position. <br />At its January 15, 2014 meeting, the JCPC voted to recommend Deirdre <br />Webb to complete the unexpired term vacated by LaShay Avery as the "Area <br />Mental Health Director /Designee" representative. Ms. Webb resides in <br />Mecklenburg County and an exception to the "residency" provision of the <br />Appointment Policy will be needed for her. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Cesterreich and unanimously carried, the Board removed LaShay Avery from the <br />JCPC roster and thanked her for her service. By the same motion, the Board <br />appointed Deirdre Webb to the JCPC as the "Area Mental Health <br />Director /Designee " representative to complete an unexpired term ending <br />September 30, 2014; including an exception to the "residency" provision of <br />the Appointment Policy. <br />(I) REPORTS <br />(I -1) Cabarrus County Schools (CCS) - One -Time Funding Update <br />The Board received the Cabarrus County Schools One -Time Funding Update <br />Report for informational purposes as part of the Agenda. Innovations Healthcare Solutions - Semi - Annual Report for <br />wy ?n1 - A/9n1 n <br />The Board received the Cardinal Innovations Healthcare Solutions' Semi - <br />Annual Report for FY2013/2014 for informational purposes as part of the <br />Agenda. No action was required of the Board. <br />(I -3) County Manager - Monthly Reports on Building Activity <br />The Board received the Cabarrus County Construction Standards Dodge <br />Report for January 2014 and the Cabarrus County Commercial Building Plan <br />Review Summary for January 2014 for informational purposes as part of the <br />Agenda. No action was required of the Board. <br />(I -4) EDC January Monthly Summary Re art <br />The Board received the Cabarrus Economic Development Corporation (EDC) <br />monthly report for the month of January as part of the Agenda. No action was <br />required of the Board. <br />(I -5) Register of Deeds - Fourth Quarter Records. Report <br />The Board received the Register of Deeds' Fourth Quarter Records Report <br />as part of the Agenda. No action was required of the Board. <br />(I -6) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Commissioner Oesterreich reviewed progress made by the Home and <br />Community Care Block Grant Committee (HCCBG); he also thanked Bobby Smith and <br />Emergency Services for their response during the recent snow storm. <br />Commissioner Morris updated the Board on his recent meeting with the <br />Transportation Advisory Board.
