Staff has requested additional information to ensure that local regulations, liability coverage, property maintenance and exact property use are addressed in the lease. The dealership has offered to pay $1500.00 per month, with a lump sum advance payment of $15,000.00, equivalent to 10 months. UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Oesterreich and unanimously carried, the Board adopted the resolution approving the one -year lease and authorized the County Manager to negotiate and execute the agreement on behalf of the County, subject to review and /or revision by the County Attorney. Resolution No. 2014 -02 RESOLUTION APPROVING LEASING PROPERTY WHEREAS, Cabarrus County owns property at the corner of Cabarrus Avenue and Union Cemetery Road in Concord, N.C. identified by County Parcel Identification Numbers 5620022757, 5620024830, 5620024526 and 5620025371; and WHEREAS, Cabarrus County does not have any planned use for this property at this time: and WHEREAS, Ben Mynatt Chevrolet - Cadillac has requested up to a one year lease for a portion of this property; and WHEREAS, the County and Ben Mynatt Chevrolet - Cadillac are negotiating terms for said lease for this property with final terms to be determined by the County Manager and County Attorney; and WHEREAS, in consideration of leasing such space, Ben Mynatt Chevrolet - Cadillac has agreed to pay $1500 per month; and WHEREAS, North Carolina General Statutes $ 16OA -272 (b) authorizes the County to enter into a lease for up to one year upon resolution of the Board of Commissioners adopted at a regular meeting without public notice required; THEREFORE, THE CABARRUUS COUNTY BOARD OF COMMISSIONERS RESOLVES THAT: The Board of Commissioners hereby approves a lease of the County property described above to Ben Mynatt Chevrolet- Cadillac with final terms to be determined by the County Manager and County Attorney for one year or less and directs the County Manager to execute any instruments necessary to effectuate the lease. Smit Clerk to the Board (F -3) EMS - Approval of EMS Co- location with Harrisburg Fire Station 3 It is proposed that EMS #10 move to a permanent home in the new Harrisburg Fire Station #3 that will be constructed on Rocky River Road in Harrisburg. EMS 410 was operating out of a job trailer and then a small area at Harrisburg Station #2 for several years in anticipation of this permanent move. Construction is planned to be completed in December 2014. EMS will occupy approximately 20 percent of the new structure. The total amount is proposed to be paid in a lump sum of $375,000.00, in return for a 50 -year lease. The use of one -time funds (fund balance) was discussed for this proposal, although this can be included in the FY 2014/15 budget, since funds will be expended in FY 15. A formal contract will be developed between Cabarrus County and the City of Harrisburg at a later point and presented to the Board for approval. This action does not require any personnel additions. A similar arrangement has already been approved for a joint station with Kannapolis on Barr Road, and the current budget includes funds for a joint station on Weddington Road that is being constructed by Concord.
