March 3, 2014 (Work Session) Page 1935 . <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 3, 2014 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda. <br />Updated: <br />Closed Session <br />6.1 Closed Session - Pending Litigation <br />• Personnel and to Discuss the Negotiation and /or Sale of Real <br />Property Added to the Closed Session <br />Moved: <br />Discussion Items for Discussion at March 17, 2014 Meeting <br />4.5 Human Resources - Results of Compensation Study <br />• This item has been moved to April <br />Commissioner Oesterreich MOVED to amend the agenda by moving the <br />personnel section of the closed session to the beginning of the meeting, <br />going into closed session to discuss a personnel matter(s) as authorized by <br />NCGS 143- 316.11(a)(6). Commissioner Measmer seconded the motion. <br />Closed Session - Personnel <br />Following a brief discussion, the MOTION carried with Vice Chairman <br />Burrage and Commissioners Measmer and Oesterreich voting for and Chairman <br />Poole and Commissioner Morris voting against. Richard Koch, County Attorney, <br />and Lundee Covington, Human Resources Director, were invited into the closed <br />session. <br />UPON MOTION of Vice Chairman Burrage, seconded by Chairman Poole and <br />unanimously carried, the Board moved to come out of closed session at 4 :35 <br />p.m. <br />Return to Open Session <br />Discussion Items - No Action <br />County Manager - Update on CCS QSCB (Qualified Schools Construction Bonds) <br />Projects <br />Len Witke, Cabarrus County Schools (CCS), presented the following <br />information as an update on the QSCB projects for CCS. <br />QSCB Design and Construction Projects Milestone Report <br />A brief discussion ensued. Mr. Witke and Pam Dubois, Deputy County <br />Manager, responded to questions from the Board. <br />CVB - Cabarrus County Tourism Authority Business Website Introduction <br />
