March 3, 2014 (Work Session) Page 1936 <br />Donna Carpenter, President and CEO of the Cabarrus Tourism Authority <br />presented the Cabarrus County Tourism Authority's new business website: <br />www.cabcocvb.com She also displayed new marketing material and reminded the <br />Board of the Mustang's 50 birthday celebration in April, a celebration <br />bringing tourism activity to Cabarrus County and surrounding areas. Michael <br />Applegate, Senior Vice President of Sales and Services; John Mills, Executive <br />Vice President; and Michael Bonoffski, Senior Vice President of Marketing and <br />Communications, were also in attendance. <br />County Manager - Update on the Aging Strategic Plan <br />Jonathan Marshall, Deputy County Manager, presented an update on the <br />Aging Strategic Plan, previously discussed at the Board's retreat. He stated <br />it is estimated between 2010 and 2040, 40 percent of the population growth <br />will be citizens age 65 and older. He advised services, such as housing, <br />will be affected. <br />Makenzie Mullinax, Active Living and Parks Program Coordinator, <br />presented an overview of the Aging Strategic Task Force. She stated the task <br />force consists of Cabarrus County employees including representation from <br />County Management, Human Services, Human Resources, Active Living and Parks, <br />Communications, and a senior volunteer. She advised the task force <br />identified six priority areas of focus, initiated an unscientific <br />informational survey and developed two primary goals of focus for the plan. <br />The six priority areas of focus are Health and Wellness, Information <br />Education, Housing Home Improvement, Recreation and Entertainment, <br />Transportation and Employment Income. She stated subcommittees were created <br />to research each of the priority areas of focus. She briefly reviewed some <br />of the findings from the subcommittees as well as listed community partners <br />who were involved. <br />Londa Strong, Active Living and Parks Director, commended Ms. Mullinax <br />for her efforts with the Aging Strategic Plan. <br />Mr. Marshall advised a draft of the plan will be provided to the Board <br />in the March 17 Agenda. The plan will also be on the April work session <br />Agenda for discussion. <br />General Services - Old Jail Demolition and Courthouse Annex Renovations <br />Project Update <br />Kyle Bilafer, General Services Director, presented an update on the Old <br />Jail Demolition and Courthouse Annex Renovations Project. He stated the <br />demolition contract is finished, and we are waiting on the final bill. He <br />advised the project is expected to be completed by the end of June or early <br />July. Michael Miller, Assistant General Services Director, was also in <br />attendance. <br />Human Services - Review of Food and Nutrition Cateaorical Eliaibili <br />Ben. Rose, Human Services Director; Trish Baker, Economic Services. <br />Program Administrator; and Diane Gridley, Income Maintenance Program Manager, <br />presented information defining categorical eligibility and how it relates to <br />Food and Nutrition Services. <br />A discussion ensued. During discussion, Mr. Rose, Ms. Baker and Ms. <br />Gridley responded to questions from the Board. <br />Mike Downs, County Manager, suggested this topic be added to the agenda <br />for a meeting planned later in the month with state legislators. <br />RCCC - Cosmetology Program Funding <br />Dr. Carol Spalding, RCCC (Rowan- Cabarrus Community College) President <br />and CEO, addressed concerns regarding funding for the replacement of the <br />Cloverleaf Campus.
