March 3, 2014 (Work Session) Page 1937 <br />economic and workforce development that will prepare students for existing <br />and emerging careers in our region; <br />WHEREAS, the College is committed to being a vital contributor to the <br />economy of Cabarrus County and is dedicated to improving programs and <br />services for the community; <br />WHEREAS, the existing facility used for Cosmetology and related <br />associate degree, diploma and certificate programs located at Cloverleaf <br />Plaza serves more than 700 community college and Cabarrus County high school <br />students and does not provide adequate instructional and lab space and <br />restricts growth of the aforementioned programs; <br />WHEREAS, the lease for the existing facility used for Cosmetology and <br />related associate degree, diploma and certificate programs at Cloverleaf <br />Plaza expired in 2013 and was granted a two year extension pending funding <br />from the County; <br />WHEREAS, the Cabarrus County Commission has repurposed the county <br />surplus funds and allocated them to Cabarrus County Schools, which has <br />created a crisis for Rowan - Cabarrus Community College and its two -year plan <br />to relocate and increase space for programs offered at the Cloverleaf campus; <br />WHEREAS, restoring the previously allocated funds for the renovation of <br />a facility for Cosmetology to replace the Cloverleaf campus and related <br />programs will afford training opportunities that will stimulate the economy <br />in Cabarrus County; <br />NOW, THEREFORE, THE Rowan - Cabarrus Community College BOARD OF TRUSTEES <br />unanimously resolves to request the Cabarrus County Board of Commissioners <br />fund capital expansion in Cabarrus County to renovate a facility for <br />Cosmetology and related programs to replace the Cloverleaf campus for Rowan - <br />Cabarrus Community College for $1,500,000. <br />Adopted this February 24, 2014. <br />/s/ Carl M. During discussion, Dr. Spalding responded to <br />questions from the Board. Several Board members expressed support for the <br />Cloverleaf Campus relocation. <br />Chairman Poole requested a breakdown by county of residence <br />(Cabarrus /Rowan) of Cosmetology students both at the high school level and <br />college level; and on the high school level, a list of which school systems <br />feed students into that program; etc. She stated concerns regarding the <br />future location of the campus had spurred her information requests. <br />County Manager - NCACC Legislative Video Report <br />At the request of the North Carolina Association of County <br />Commissioners (NCACC), the Board viewed a legislative video update. <br />Chairman Poole stated County Assembly Day 2014 is May 28 and advised <br />Board members to mark their calendars. <br />Mike Downs, County Manager, advised a meeting with state legislators <br />needs to be held later this month. The Board discussed possible dates to <br />schedule the Meeting in a Box. <br />Discussion Items for Action at March 17, 2014 Meeting <br />Active Living and Parks - FCCA Request for College Exhibition Soccer Game <br />Londa Strong, Active Living and Parks Director presented the following <br />information relating to a request from the FCCA for a college exhibition <br />soccer game at Frank Liske Park: <br />The Board of Commissioners voted unanimously on September 17, <br />2007 to make the 11 Field Soccer Complex at Frank Liske Park <br />youth -only (18 and under) for 5 years to help re- establish the <br />turf after improvements were made in the 2006 -07 FY.
