March 3, 2014 (Work Session) <br />Page 1938 <br />year extension was requested and unanimously approved by the <br />Board on May 21, 2012. <br />Football Club Carolina Alliance (FCCA) is the primary user of <br />five of the fields at the Frank Liske Park complex (per a 25 -year <br />Agreement - established in 2001), they made monetary <br />contributions during the construction of the complex and <br />contributed additional funding for maintenance over the years. <br />FCCA is requesting to have an Exhibition Game during their April <br />12 -13, 2014 youth tournament. The request is for the men's <br />soccer teams from UNCC and Catawba College to have an exhibition <br />match on Saturday, April 12 at 6:00 p.m. <br />Kyle Bilafer, General Services Director, recommended if the game is <br />approved, that it be played on one of the FCCA fields and any damage on the <br />field as a result of the game be the responsibility of FCCA to repair. <br />Paul Hadaad, FCCA President, listed benefits of the FCCA tournaments to <br />Cabarrus County and the local economy. He requested the Board vote on the <br />issue during the work session. <br />Board. <br />A discussion ensued with Mr. Hadaad responding to questions from the <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board suspended its Rules of <br />Procedures in order to take action on this item due to time constraints. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved a one -time usage for <br />the men's soccer teams from UNCC and Gardner Webb College to have an <br />exhibition match on Saturday, April 12, 2014 at 6:00 p.m. on one of the FCCA <br />soccer fields at Frank Liske Park. <br />Cabarrus Cooperative Extension - Youth Council Request for Su22ort for <br />Presidential Youth Council <br />Robert Furr, Cooperative Extension Director and Michael Walker, <br />Cabarrus Youth Council Vice Chair, presented the following information <br />relating to a request for support for a Presidential Youth Council: <br />The Cabarrus County Youth Council requests the support of the <br />Cabarrus County Board of Commissioners to adopt a standard <br />resolution for the establishment of a Presidential Youth Council. <br />The mission of the Presidential Youth Council will fulfill three <br />goals: <br />1) Collect and share with the President and Congress issues <br />relevant to the 104 million Americans under the age of 24 <br />through listening sessions across the country. <br />2) Provide recommendations on the design and implementation of <br />federal policies affecting young people. This will make the <br />federal government more efficient and effective by <br />incorporating young people's innovative solutions and unique <br />perspective. <br />3) Develop quality solutions on the most pressing issues facing <br />the future of our country by creating a forum in which young <br />people of differing viewpoints can find common ground. <br />Solutions will require two thirds of all members to vote in <br />the affirmative to promote compromise. <br />A discussion ensued. During discussion, Mr. Furr and Mr. Walker <br />responded to questions from the Board. Chairman Poole requested "from across <br />the United States" be added to the language in section A -2 in the proposed <br />resolution. <br />Finance - Qualified School Construction Bond (QSCB) Project Ordinance Update <br />and Related Budget Amendment <br />Susan Fearrington, Assistant Finance Director, advised the QSCB <br />(Qualified School Construction Bond) Fund is being updated for an additional <br />$30.00 in interest income. The QSCB Fund will be closed after the three -year <br />spending deadline on April 13, 2014.
