March 12, 2014 (Special Meeting) Page 1942 The Board of Commissioners for the County of Cabarrus met for a Special Meeting in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Wednesday, March 12, 2014 at 4:30 p.m. Present - Chairman: Vice Chairman Commissioners Elizabeth F. Poole Larry M. Burrage Christopher A. Measmer Stephen M. Morris Jason A. Oesterreich Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County Manager and Megan Smit, Clerk to the Board. Call to Order Chairman Poole called the meeting to order at 4:31 p.m. Approval of Agenda UPON MOTION Of Vice Chairman Burrage, seconded by Commissioner Measmer and unanimously carried, the Board approved the agenda as presented. Countv Manager - Discussion of November Bond Referendum for CCS. KCS and RCCC Kannapolis City Schools (KCS) The following representatives for Kannapolis City Schools were introduced: Todd Adams, KCS Board of Education Chair; KCS Board of Education Members Charles Mitchell, Doris Buchanan and Dr. Chip Buckwell; Will Crabtree, KCS Director of Business Operations; and Dr. Pamela Cain, KCS Superintendent. The Board received the following resolution from Kannapolis City Schools Board of Education: KANNAPOLIS CITY SCHOOLS BOARD OF EDUCATION RESOLUTION IN SUPPORT OF BOND REFERENDUM WHEREAS, the enrollment of the Kannapolis City Schools continues to increase and now exceeds 5,000 students; WHEREAS, Cabarrus County is obligated to provide adequate school facilities for Kannapolis City residents by providing funding for constructing new, expanding or renovating various school buildings and facilities in Kannapolis City; City; WHEREAS, adequate school facilities are not now available in Kannapolis WHEREAS, Kannapolis City Schools has currently identified constructing, expanding, renovating and repair needs that exceed $30 million and continue to grow. Tt is necessary to provide funding for the most immediate needs in Kannapolis City as addressed in this resolution; WHEREAS, it is necessary to provide additional school facilities by constructing, expanding and renovating various school buildings and facilities in Kannapolis City; WHEREAS, it is necessary to construct a new Middle School to ease the overcrowding at the Elementary level; WHEREAS, portions of A.L. Brown High School are badly deteriorated and need to be renovated; WHEREAS, Woodrow Wilson Elementary and Jackson Park Elementary do not have adequate gym facilities and are in need of renovation; WHEREAS, system wide parking lots are deteriorated and in need of repair; WHEREAS, estimated cost of these projects is $31,135,000.00; WHEREAS, a bond referendum is an appropriate way to finance these projects; and WHEREAS, the Kannapolis City Board of Education wishes to work together with the Cabarrus Board of County Commissioners in presenting a bond referendum to the public which will address these critical capital needs.
