March 12, 2014 (Special Meeting) Page 1944 <br />Dr. Carol Spalding, RCCC President and CEO, introduced Jonathan <br />Chamberlain, Chief Officer of Planning, Capital Projects and Environmental <br />Operations, who was also in attendance. The Board received the following <br />resolution from Rowan - Cabarrus Community College: <br />ROWAN- CABARRUS COMMUNITY COLLEGE BOARD OF TRUSTEES <br />RESOLUTION IN SUPPORT OF BOND REFERENDUM <br />WHEREAS, Rowan - Cabarrus Community College is committed to serving the <br />needs of Cabarrus <br />County by providing education, workforce development, high technology <br />training and by promoting the growth of regional industry; <br />WHEREAS, Rowan - Cabarrus Community College is a strong partner in <br />regional economic development with the Cabarrus Economic Development <br />Corporation and the Cabarrus Regional Chamber of Commerce; <br />WHEREAS, an Advanced Technology Center would address emerging needs for <br />sustainable high technology and high - demand jobs in our region by providing <br />industry recognized certifications and hands -on skills; <br />WHEREAS, the Advanced Technology Center will afford short -term training <br />opportunities as well as certificate, diploma and Associate Degree options; <br />WHEREAS, a bond referendum is an appropriate way to finance this <br />project; <br />WHEREAS, the Rowan- Cabarrus Community College Board of Trustees wishes <br />to partner with the Cabarrus Board of County Commissioners in presenting a <br />bond referendum to the public which will fund capital expansion on the <br />College's South Campus to include an Advanced Technology Center; <br />NOW, THEREFORE, THE Rowan - Cabarrus Community College BOARD OF TRUSTEES <br />unanimously resolves to request the Cabarrus County Board of Commissioners to <br />place a bond referendum on the November 20 14 ballot for a South Campus <br />capital expansion project which includes an Advanced Technology Center for <br />Rowan - Cabarrus Community College for $16,000,000. <br />Adopted this February 24, 2014. <br />/s! Spalding <br />The following Capital Projects Requests from the Board's Retreat in <br />January were reviewed. <br />Dr. Carol Spalding, RCCC President and CEO, presented information <br />regarding the bond referendum request from RCCC, including a South Campus <br />Expansion and Access Enhancements. Dr. Spalding stated advanced <br />manufacturing is going to make a big comeback in this region and further <br />advised the Advanced Technology Center will be instrumental in preparing <br />workers for that workforce. <br />Rowan- Cabarrus Community College <br />Capital Projects Requests <br />January 17, 2014 <br />Priority Campus <br />Project Title Budget <br />1 South <br />Advanced Technology Center (Building 4000) $12,000,000 <br />Build a 60,000 square foot building with three levels for classrooms, <br />computer rooms, labs, instructional and administrative offices, and the <br />Central Engineering Plant for the Campus. <br />Estimated construction cost of $200 per square foot (FY2013 values) <br />2 South <br />Additional Exit for South Campus (Connection to Stanly Works Road) $ 1,700,000 <br />RCCC believes a western access tying into the Stanley Works entrance road <br />off of HWY 73 is a critical emergency ingress /egress exit and would be an <br />efficient route and improve access to several properties in the area. <br />This route would be approximately 3000 linear feet and require a 50 foot <br />right of way. Purchase of 3.5 acres for a total cost of $350,000 and <br />estimating to construct the 3000 linear feet of standard width two -lane <br />roadway at $450 /LF would be $1,350,000 (FY 2013 values). <br />3 South <br />Additional Land for South Campus $ 2,000,000 <br />Currently South Campus is 23 acres and this limits the potential of <br />growth and expansion of programs in Cabarrus County. Acquire <br />approximately 10 - 20 acres of land contiguous to existing South Campus <br />for construction of future buildings, parking, retention, etc. Estimated <br />$100,000 cost per acre (average of assessed values in that area). <br />Dr. Carol Spalding, RCCC President and CEO, presented information <br />regarding the bond referendum request from RCCC, including a South Campus <br />Expansion and Access Enhancements.
