She highlighted a number of issues encountered by the Department <br />since the rollout began and explained requirements for Medicaid recipients. <br />A discussion ensued with Mr. Rose and Ms. Baker responding to questions <br />from the Board. Susan Barbee, Medicaid Program Manager, was also in <br />attendance. <br />During discussion Commissioner Oesterreich reiterated his request for a <br />resolution regarding categorical eligibility to be placed on the Agenda. <br />Discussion Items for Action at March 17, 2014 Meeting <br />BOC - Resolution Amending the Cabarrus County Board of Commissioners' Meeting <br />Schedule for Calendar Year 2014 <br />The Board discussed amending the Board of Commissioners' Meeting <br />Schedule for Calendar Year 2014 to allow Board members to attend County <br />Assembly Day. One of the budget meetings is scheduled for May 28 which is <br />the same day as County Assembly Day. Commissioner Morris indicated he plans <br />to attend County Assembly Day. Other Board members indicated they either <br />were not planning to go or had not made a decision yet. It was the consensus <br />of the Board to discuss amending the calendar at the regular meeting if <br />needed. <br />Commissioner Morris advised he was approached by individuals opposed to <br />meetings being held on Easter Monday. He suggested the Board consider <br />alternative dates if future meetings fall on Easter Monday. <br />County Manager - Involuntary Commitment Transport Services - G4S Secure <br />Rnl I9f-i nnc <br />Richard Koch, County Attorney, stated under NCGS 122c.251, the county <br />has an obligation to provide transport for involuntary commitment transport <br />services in the unincorporated areas of the county. He said, typically the <br />Sheriff's Department provides this function on behalf of the county. <br />Carolinas Healthcare System (Charlotte - Mecklenburg Hospital Authority or CHS) <br />which includes CMC Northeast, receives patients from time to time who need <br />transport either between their different facilities or elsewhere. He advised <br />the hospital authority is willing to contract with a third party to provide <br />this service, between their facilities, at no charge to the county. He <br />stated CHS has contracted with G4S (G4S Secure Solutions) to provide <br />involuntary commitment transportation between facilities in its system. This <br />represents only part of the county's obligation. He further stated the <br />statute requires the Board to adopt a resolution of support. He stated a <br />draft resolution is included in the Agenda. A revised resolution will be <br />provided at the regular meeting. He also advised of the availability of <br />Sheriff Brad Riley, Chief Deputy Paul Hunt and G4S representatives to answer <br />questions. <br />A discussion ensued. During discussion Garrett Perdue, G4S Consultant, <br />Managing Director, Perdue Global LLC; Robert Garza, G4S Manager of Mental <br />Health Transportation; Mr. Koch and Sheriff Brad Riley responded to questions <br />from the Board. Issues addressed included: the service will provide timely <br />transportation for behavioral patients; Mr. Koch recommended a memorandum of <br />understanding be drafted between the County and CHA to evidence the <br />relationship; etc. <br />County Manager - Proposed Cellco Tower Lease at Mt. Pleasant Communications <br />Tower <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to a proposed Cellco Tower lease at the Mt. Pleasant <br />Communications Tower. <br />Cellco Tower (d /b /a Verizon Wireless) has requested to lease <br />space on the county -owned Mt. Pleasant Communications Tower, <br />including the use of an equipment building. The lease proposal <br />is for two five -year terms with an annual rental of $24,000.00. <br />That amount will increase by 10 percent in the second five -year <br />term. In addition, there will be a one -time payment of $9,600.00 <br />for the use of the equipment building for each five -year period. <br />The County Attorney is currently working with Cellco on the final <br />lease terms. <br />
