April 7, 3014 (Work Session) <br />Page 1963 <br />Richard Koch, County Attorney, advised the final lease agreement will <br />be ready by the regular meeting. He also advised a 10 -day public notice will <br />be posted on the website as required by statute. A resolution with reference <br />to the lease will also be included for consideration. <br />Mr. Marshall stated funds from the lease income from this tower go into <br />a separate fund to maintain the tower as well as fund emergency <br />communications equipment. <br />County Manager - Revised Proposed Calendar - 2014 General. Obligation Bonds <br />Referendum <br />Pam Dubois, Deputy County Manager, advised, based on the action the <br />Board took on March 17 Kannapolis City Schools (KCS) has until May 31 to <br />make a decision on whether they want to pull themselves off of the bond <br />referendum or not. The Bond Schedule needs to be revised in. order to allow <br />KCS enough time to make their decision. This will move the first <br />introduction of the bond order from May 19, 2014 to July 21, 2414. The <br />revision of the schedule will not prohibit the referendum from taking place <br />in November as planned. She advised a public hearing will be needed at the <br />August 8, 2014 work session. <br />A discussion ensued regarding flexibility in the proposed calendar for <br />the 2014 General Obligation Bonds Referendum. <br />County Manager - Update on the Aging Strategic Plan <br />Jonathan Marshall, Deputy County Manager, advised an update on the <br />Aging Strategic Plan was provided at the March work session. The first draft <br />of the plan was completed and provided to the Board at the March regular <br />meeting. <br />Makenzie Mullinax, Active Living and Parks, Program Coordinator, <br />presented a PowerPoint slideshow overview of the Aging Strategic Plan. The <br />slideshow covered the following: Process; The Right Time to Move Forward; <br />Goals; and 6 Priority Areas of Focus. The Board also viewed a video which <br />included interviews with participants of various programs offered by the <br />county. <br />A discussion ensued. During discussion, Ms. Mullinax, Mr. Marshall and <br />Ben Rose, Human Services Director, responded to questions from the Board. <br />Items addressed included: responses to a survey conducted for the Aging <br />Strategic Plan; additional resources are not necessary to add subcommittees; <br />planning services for the anticipated senior population growth in future <br />years; etc. <br />Emergency Management - Adoption of 20114 Emergency Operations Plan <br />Bobby Smith, Emergency Management Director, advised, as required by <br />state law and federal standards, Cabarrus County has developed and maintained <br />an Emergency Operations Plan (EOP). The ECP is the plan that provides <br />guidance for county -wide operations and response during emergency events. <br />Cabarrus County departments and community partners have reviewed and updated <br />the plan over the last 15 months. He stated the duties of Annex H have been <br />assigned to other annexes due to the dissolution of the Cabarrus Rescue <br />Squad; Annex H will remain as a placeholder until filled. Christopher <br />Gonyar, Planner -SAIC, was also in attendance. <br />Commissioner Morris commented on the importance of the Emergency <br />Operations Plan. <br />Finance - Forest Park Elementary Deed Transfer to Kannapolis City Schools <br />Susan Fearrington, Assistant Finance Director, presented the following <br />information relating to the Forest Park Elementary School deed transfer to <br />Kannapolis City Schools and responded to questions from the Board. <br />Forest Park Elementary School was built and financed with general <br />obligation and state bonds in 1998. A new wing addition was <br />built and financed with general obligation bonds in 2006. The <br />title to the Forest Park Elementary School property was held in <br />the County's name to allow reimbursement of sales tax paid on the <br />construction projects. Since construction has now been <br />completed, it has been requested to transfer the title of the <br />Forest Park Elementary School to the Kannapolis City Schools <br />Board of Education.
