April 21, 2014 (Regular Meeting) Page 1983 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners` Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 21, 2014, at <br />6 :30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6 :30 p.m. <br />Chairman Poole led the Pledge of Allegiance. <br />Reverend D. Alan Thompson, Jr. from Center Grove United Methodist <br />Church in Midland delivered the invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the minutes of January 30, 2014 <br />(Recessed Meeting), February 3, 2014 (Work Session), February 17, 2014 <br />(Regular Meeting) and March 3, 2014 (Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Additions: <br />Recognitions and Presentations <br />C -3 Human Resources - Recognition of 2014 Healthiest Employers of Greater <br />Charlotte Awards <br />New Business <br />G -2 County Manager - Set a Public Hearing on Behalf of Cabarrus Charter <br />Academy Regarding the Issuance of Charter School Revenue Bonds <br />Reports <br />I -4 Register of Deeds - First Quarter Records Report <br />Supplemental Information: <br />New Business <br />G -2 County Manager - Set a Public Hearing on Behalf of Cabarrus Charter <br />Academy Regarding the Issuance of Charter School Revenue Bonds <br />• Request to set a public hearing <br />Commissioner Oesterreich MOVED to approve the aforementioned changes to <br />the agenda and to further amend the Agenda by adding an additional General <br />Comments by Board Members item to precede Item D, Informal Public Comments. <br />He further moved to table Item F -5, County Manager - Adoption of the Aging <br />Strategic Plan, to July. Vice Chairman Burrage seconded the motion and the <br />MOTION unanimously carried. <br />C? RECOGNITIONS AND PRESENTATIONS <br />(C -1) Recognition of Allison L. Smith on Her Retirement from Cabarrus County <br />Emergency Medical Services <br />Alan Thompson, EMS Director, recognized Allison Smith on her retirement <br />from her position as EMS shift supervisor. Mr. Thompson highlighted a number <br />of Ms. Smith's accomplishments during her twenty - nine -year tenure and <br />commended her for her service to Cabarrus County. <br />Vice Chairman Burrage presented a service award in appreciation of her <br />service and dedication to the county. <br />Ms. Smith graciously accepted the award and expressed appreciation. <br />(C -2) Recognition of Sergeant Timothy C. Culp on His Retirement from the <br />Cabarrus County Sheriff's Department <br />
