<br />The Cabarrus County Schools (CCS) and Kannapolis City Schools
<br />(KCS) Boards of Education along with Rowan- Cabarrus Community
<br />College (RCCC) have submitted requests for a bond referendum in
<br />order to meet their capital needs. The Board has previously
<br />approved the following projects and amounts for the ballot in
<br />November, 2014 for voters to approve or disapprove:
<br />Kannapolis Middle School $23,000,000 * **
<br />Royal Oaks Elementary Schcol$11,000,000
<br />Total School projects $34,000,000
<br />RCCC - Advanced Technology Center $9,000,000
<br />* ** Kannapolis City Schools has until May 31, 2014 to withdraw
<br />their request for inclusion on the bond referendum. Should they
<br />decide to withdraw, only the Royal Oaks project at $11,000,000 and
<br />the RCCC project in the amount of $9,000,000 will be included on
<br />the ballot.
<br />The total amount of bonds on the resolution will be $43,000,000 if
<br />Kannapolis City Schools remains on the bond referendum and
<br />$20,000,000 if they withdraw.
<br />Mr. Cordell also reviewed important dates requiring Board action to take
<br />place, the order and process required to take place. He stressed the total
<br />amount, including other funding sources necessary, for the total cost of the
<br />projects must be available in order to issue the bonds.
<br />A discussion ensued. During discussion, Mr. Cordell responded to
<br />questions from the Board.
<br />Finance - Update of Ca ital Projects and Special Revenue Fund Budgets and
<br />Related Project Ordinances
<br />Susan Fearrington, Assistant Finance Director, presented the following
<br />information relating to a request for update of Capital Projects and Special
<br />Revenue Fund Budgets and related Project Ordinance.
<br />Each year the multi -year fund budgets and Project Ordinances are
<br />evaluated and updated. Based on the Finance Department's
<br />evaluation, a budget amendment is included with this agenda item
<br />for the following:
<br />CDBG Home 2013 (Fund 410, BOC approved 10/21/2013), Capital
<br />Reserve Fund (Fund 450), the Utility Capital Projects Fund (Fund
<br />451), the Small Projects Capital Projects Fund (Fund 460), the
<br />Sheriff's Department Special Revenue Fund (Fund 461), and the
<br />Department of Aging Special Revenue Fund (Fund 532) . Updates to
<br />Project Ordinances related to our evaluation include the CDBG Home
<br />2011 Grant Special Revenue Fund (Fund 410), the new CDBG Home 2013
<br />Grant Special Revenue Fund (Fund 410), the Capital Reserve Fund
<br />(Fund 450), the Small Projects Capital Project Fund (Fund 460),
<br />the Sheriff's Department Special Revenue Fund (Fund 461), and the
<br />Department of Aging Special Revenue Fund (Fund 532).
<br />Human Services - FY 15 Home and Community Care Block Grant (HCCBG) Fundin
<br />Plan
<br />Ben Rose, Human Services Director, presented a request for the FY 15
<br />Home and Community Care Block Grant ( HCCBG) Funding Plan. He stated the plan
<br />has been reviewed and approved by the HCCBG committee and is recommended to
<br />the Board for consideration and approval.
<br />Kathy Mowrer, Adult and Aging Services, Program Administrator, and HCCBG
<br />Committee member, stated funding has been assigned based on a scoring system.
<br />She reported the final allocation numbers were not available in time for the
<br />work session and an update will be provided prior to the next Board meeting.
<br />Human Services - Categorical Eligibility Resolution
<br />Ben Rose, Human Services Director, presented a draft resolution
<br />requesting the state to evaluate the decision to implement categorical
<br />eligibility for the Food and Nutrition Program due to the impact on both
<br />caseload size as well as work demand on local departments.
<br />Commissioner Measmer expressed support for the resolution.
