May 5, 2014 (Work Session) Page 2003 <br />Mike Downs, County Manager, advised the draft resolution will be <br />formatted and placed on the regular meeting agenda for Board approval. <br />A discussion ensued regarding distribution of the resolution. <br />Chairman Poole requested a copy of the distribution list. <br />Library •- Cabarrus Literacy Council (CLC) - Continuation of Adult Basic <br />Literacy Services and Contract <br />Cheryl Marsh, Cabarrus Literacy Council Chairperson, presented the <br />following information relating to a request for the continuation of the Adult <br />Basic Literacy Services and contract. <br />In May 2011, the County entered into an Agreement with the <br />Cabarrus Literacy Council (CLC) to provide adult basic literacy <br />services (ABL) administered by the Cabarrus County Public Library. <br />As required by the Agreement, the CLC has provided its strategic <br />plan; and in April, the CLC board voted unanimously to recommend <br />the continuation of the administration of the ABL program through <br />the Library. Likewise, the County must also vote annually on the <br />continuation of the administration of the ABL program by the <br />Library, no later than June 30 of each year. A copy of the <br />Agreement and strategic plan are provided for your review. The <br />CLC Board believes this arrangement has worked extremely well for <br />all parties and the Library Director fully supports the <br />partnership and is in favor of continuing. No county funds are <br />requested. <br />Vice Chairman Burrage expressed support for the program. <br />A brief discussion ensued. Items addressed included how potential <br />clients are reached; fundraisers; client age requirements; etc. <br />Planning and Development - E911 /Addressing Services - Proposed Street Name <br />Change - Public Bearing 6:30 P.M. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information relating to a proposed street name change. <br />Bonanza Drive was originally a single street, but several years <br />ago, was split into two separate sections. The road is not <br />continuous and the middle section is heavily wooded. One section <br />of the street is accessed from Mount Pleasant Road South and the <br />other section is accessed from Wagonwheel Drive. Both of sections <br />of Bonanza dead end, making it impossible to drive from Mount <br />Pleasant Road South to Wagonwheel using Bonanza or vice versa. <br />Please see the attached map. <br />The split in the street is causing problems with first- responders <br />locating E911 calls on the section of Bonanza Drive that continues <br />on to Wagonwheel Lane because it cannot be accessed from Mount <br />Pleasant Road South using Bonanza Drive on account of the wooded <br />area. Wagonwheel Lane changes to Bonanza Drive halfway down the <br />street when accessed from Wagonwheel Lane and is a dead end. <br />Due to public safety concerns, the addresses on the section of <br />Bonanza Drive that continues on to Wagonwheel Lane need to be <br />changed to Wagonwheel Lane. This will provide one continuous <br />street for E911 response. The section of Bonanza Drive that is <br />accessed from Mount Pleasant Road South will remain as Bonanza <br />Drive. <br />Ms. Morris stated a public hearing is required. She also responded to <br />questions from the Board. <br />Chairman Poole requested letters be sent to the addresses so that any <br />renters occupying the properties are properly notified. <br />Plann and Development - Proposed Text Amendments to Zoni Ordinance <br />(TEXT2014- 00005) - Public Hearing 6:30 P .M. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information relating to proposed text amendments to the Zoning Ordinance. <br />
