May 5, 2014 (Work Session) Page 2004 The purpose of the changes to Chapter 2 is to add definitions for Solar Farm and Solar Panel. The ordinance currently does not define these items. The amendment to Chapter 8 adds language to address #17, Public Service Facility, solar farm use. Changes are also proposed to Table 1, Separation Requirements from Offsite Uses /Areas and Table 2, Separation Distances Between Towers, in #36, wireless Communications Towers, to clarify how these separations are measured. Ms. Morris advised there is currently not a standard regarding bonds as it relates to solar farms. Richard Koch, County Attorney, advised solar farming is a growing industry in North Carolina. He stated glare from the solar panels may be an issue if near airports and roads. He further stated information from a School of Government webinar he attended on the subject can be provided to the Board if requested. Chairman Poole requested a copy of the information from Mr. Koch. A discussion ensued. Commissioners Morris and Oesterreich expressed opposition to requiring a bond for solar farming. Ms. Morris advised the text amendment would be revised to omit the bond requirement and would be provided in the regular meeting agenda for approval. She also stated a public hearing is required.
