May 5, 2014 (Work Session) <br />Page 2004 <br />The purpose of the changes to Chapter 2 is to add definitions for <br />Solar Farm and Solar Panel. The ordinance currently does not <br />define these items. <br />The amendment to Chapter 8 adds language to address #17, Public <br />Service Facility, solar farm use. Changes are also proposed to <br />Table 1, Separation Requirements from Offsite Uses /Areas and Table <br />2, Separation Distances Between Towers, in #36, wireless <br />Communications Towers, to clarify how these separations are <br />measured. <br />Ms. Morris advised there is currently not a standard regarding bonds as <br />it relates to solar farms. <br />Richard Koch, County Attorney, advised solar farming is a growing <br />industry in North Carolina. He stated glare from the solar panels may be an <br />issue if near airports and roads. He further stated information from a School <br />of Government webinar he attended on the subject can be provided to the Board <br />if requested. <br />Chairman Poole requested a copy of the information from Mr. Koch. <br />A discussion ensued. <br />Commissioners Morris and Oesterreich expressed opposition to requiring a <br />bond for solar farming. <br />Ms. Morris advised the text amendment would be revised to omit the bond <br />requirement and would be provided in the regular meeting agenda for approval. <br />She also stated a public hearing is required. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of items on the Agenda. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the May 19, 2014 Agenda as <br />follows: <br />Approval or Correction of Minutes <br />• Approval or Correction of Meeting Minutes <br />Recognitions and Presentations <br />• Communications and Outreach - Recognition of Cabarrus County Government <br />101 Experience: Public Safety Session Participants <br />• Cooperative Extension - Recognition of Youth Council Graduating Seniors <br />• Planning and Development - Soil and Water Conservation District - <br />Recognition of Regional and State Winners in Conservation Contests <br />• Presentation of an Eagle Scout Project <br />• BOC - Memorial Day Proclamation <br />Consent <br />• County Manager - Approval of Resolution Authorizing the Human Resources <br />Director to PreAudit Certificates for Personnel Contracts and <br />Obligations <br />• Finance - Cabarrus County Schools Reallocation of Current Expense <br />Funding - $$77,$40 <br />• Finance - Update of Capital Projects and Special Revenue Fund Budgets <br />and Related Project Ordinances <br />• Human Services - Categorical Eligibility Resolution <br />• Human Services - FY 15 Home & Community Care Block Grant (HCCBG) Funding <br />Plan <br />• Library - Cabarrus Literacy Council (CLC) - Continuation of Adult Basic <br />Literacy Services and Contract <br />• Sheriff's Office - Request to Award a Service Weapon to Sergeant Timothy <br />Culp Upon Retirement <br />• Tax Administration - Refund and Release Report - April 2014 <br />New Business <br />• County Manager - On Behalf of Cabarrus Charter Academy Regarding the <br />Issuance of Charter School Revenue Bonds - Public Hearing 5:30 P.M. <br />• Planning and Development - E911 /Addressing Services - Proposed Street <br />Name Change - Public Hearing 5:30 P.M. <br />
