May 19, 2014 (Regular Meeting) <br />Page 2006 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 19, 2014, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Absent - Commissioner: <br />Christopher A. Measmer <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 128 from Epworth United Methodist Church in Concord <br />conducted the Flag Ceremony. Scouts participating were: Aiden Stiles, Joey <br />Stiles and Robert Connelly. <br />Pastor Scott Davis from Pitts Baptist Church in Concord delivered the <br />invocation. <br />A moment of silence was held for Dr. Franklin Niblock, Jr., former <br />Cabarrus County Commissioner and former Chairman of the Board of Adjustment <br />for the Planning and Zoning Commission and for the family of a fatality from <br />a motorcycle accident near the Speedway over the weekend. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board approved the minutes of March 12, 2014 <br />(Special Meeting), March 17, 2014 (Regular Meeting), March 21, 2014 (Recessed <br />Meeting) and April 7, 2014 (Work Session) as written. <br />B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Additions: <br />Closed Session - Pending Litigation . <br />Revised: <br />Consent <br />F -5 Human Services - FY 15 Home and Community Care Block Grant (HCCBG) <br />Funding Plan <br />• Revised Spreadsheets <br />New Business <br />G -3 Planning and Development - Proposed Text Amendments to Zoning Ordinance <br />(TEXT2014- 00005) - Public Hearing 6 :30 P.M. <br />• Revised Text Amendment <br />In addition to the aforementioned changes to the Agenda, Commissioner <br />Oesterreich MOVED to move Item F -3 (Finance - Update of Capital Projects and <br />Special Revenue Fund Budgets and Related Project Ordinances) from the Consent <br />Agenda to New Business for discussion. Vice Chairman Burrage seconded the <br />motion and the MOTION to amend the Agenda was unanimously carried. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Communications and Outreach - Recognition of Cabarrus County <br />Government 101 Experience: Public Safety Session Participants <br />Kasia Thompson, Communications and Outreach Manager, announced 15 <br />Cabarrus County residents participated in the Cabarrus County Government 101 <br />Experience, Public Safety Session. She stated the course focused on the <br />operations of the Sheriff, Emergency Management and EMS departments. The <br />one -day program included canine officer demonstrations, tours, emergency <br />management drills, land search training and a live EMS exercise. She thanked <br />Sergeant Sara Price, Cabarrus County Sheriff's Department, and David Baxter, <br />Channel 22 Manager, for their assistance in putting the program together. <br />She also thanked the Board and executive staff for their support of community <br />
