Porfavor lIamar al 704 -782- <br />0650 para hacer citas <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />E) OLD BUSINESS <br />None. <br />F) CONSENT <br />(F -1) County_ Manager - Approval of Resolution Authorizing the Human <br />Resources Director to Pre -Audit Certificates for Personnel. Contracts and <br />Obligations <br />Per N.C.G.S. 159- 28(a), the Governing Board has the authority to allow <br />a deputy finance director to execute pre -audit certificates as necessary to <br />conduct business. With the approval of this resolution, three employees <br />(Finance Director, Assistant Finance Director, and the Human Resource <br />Director, with restrictions as indicated in the resolution) would be <br />authorized to sign pre -audit certificates. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2014 -08 <br />RESOLUTION AUTHORIZING <br />HUMAN RESOURCES DIRECTOR <br />TO EXECUTE PRE -AUDIT CERTIFICATES <br />WHEREAS, Cabarrus County desires that the Human Resources Director be <br />designated as a Deputy Finance Director in order to execute pre -audit <br />certificates for personnel contracts and other human resource obligations <br />only; and <br />WHEREAS, North Carolina G.S. 159 -28 (a) authorizes the Governing Board to <br />grant this authority to a deputy finance officer; and <br />WHEREAS, the Human Resources Director executes pre -audit certificates as <br />necessary to conduct business in the Cabarrus County Human Resources Office. <br />The Deputy Finance Director must follow processes /procedures established by <br />the Finance Director in carrying out the pre -audit duties. The Deputy Finance <br />Director will ensure that there is a budget appropriation, ensure that <br />sufficient monies remain in the appropriation, and affix their signature to <br />the pre -audit certificate. The Deputy Finance Director can be held legally <br />liable for any amounts obligated or disbursed improperly. <br />NOW THEREFORE BE IT RESOLVED by the Cabarrus County Board of Commissioners <br />that the Human Resource Director is hereby authorized to execute pre -audit <br />certificates for document as limited above. <br />Adopted this 19th day of May, 2014. <br />/s/ Elizabeth F.
