May 19, 2014 (Regular Meeting) <br />Page 2012 <br />contacted Tricia Baker the Civil Rights Officer for Cabarrus <br />County and ask her for help in filing a complaint against CCP as <br />they had intentionally withheld the fact that I had a Brain Tumor <br />from me in order to keep from spending money on my treatment and <br />had also prevented me from communicating with the Board of <br />Directors for CCP. Mrs. Baker then informed me that she was on <br />the Board of Directors for CCP and that James Cooke a Doctor at <br />CMC Northeast was now the acting Director as Cindy Oakes had left <br />that position, she gave me his contact information and then <br />washed her hands of the whole matter. Dr. Cooke took one phone <br />call with me and after telling me that he would look into the <br />matter sent me an email which stated that I had been terminated <br />for being too aggressive, which was a different excuse than the <br />original letter of termination I had received from CCP Operations <br />Manager Gerald Mack, Dr. Cooke then refused to investigate any <br />further. In the first letter of termination I had received from <br />CCP their excuse was that I had not followed a plan of action but <br />did not state what plan of action that was, and even after <br />numerous emails to them requesting this information which was <br />ignored including a letter I sent to the Board of Directors via <br />an email to Cindy Oakes asking for that Board to get involved. <br />It is quite evident by the actions of Tricia Baker that she was <br />given a position on the Board of directors for the Community Care <br />Program of Southern Piedmont because she was in charge of the <br />Adult Medicaid Program for DSS, and could therefore restrict the <br />flow of applicants to CCP thus limiting the amount of people that <br />organization would have to spend money on from that five million <br />dollar grant the State of North Carolina gives them each year. <br />Mrs. Baker could not have gotten away with this as long as she <br />did without Ben Rose the Director of the Cabarrus County <br />Department of social Services having both known of and being <br />agreeable to her denying the Civil Rights of DSS clients in order <br />to further her career prospects after leaving county employment. <br />It is also quite evident that Mrs. Baker can no longer be the <br />Civil Rights Officer for Cabarrus County as she is not willing to <br />file any Civil Rights Violations against the Community Care <br />Program of Southern Piedmont as long as she is on the Board of <br />Directors for that organization. Mrs. Baker is also not <br />qualified to be in charge of the Adult Medicaid Services at DSS <br />because during a meeting I had with her and Mr. Rose in August of <br />2012 she did not know nor did she relate to me that I could have <br />gone on Medicaid for six months without applying for Disability. <br />Pad I been informed of this fact by anyone at DSS I would have <br />applied for Medicaid in early March of 2012 and would have <br />learned of my Brain Tumor when it was still small enough to have <br />better restricted its growth, instead of having to wait one year <br />after it was diagnosed before being informed. This Tumor is now <br />very large and painful and has not responded well to medical <br />treatment, I have spent the last year living in my car often <br />during severe weather so I could afford to pay half of my monthly <br />income or more for medication that might reduce the size of this <br />Tumor and can no longer afford to do so. <br />Some of these problems were first brought to the attention of the <br />Cabarrus County Board of Commissioners in August of 2012 but <br />under the guidance of Chairman Poole were completely ignored, the <br />only consolation I have is that Cabarrus County residents will no <br />longer have to endure hostile discrimination and Bigotry from <br />county employees working at DSS whenever they seek to get on a <br />charity care program such as CCP. It is now my most earnest wish <br />that the conservative pro American members of this Board of <br />Commissioners will take a good look at the Community Care Program <br />of Southern Piedmont which was created strictly to scam tax <br />dollars from the State of North Carolina, and is now hoping to <br />control the treatment of Medicaid patients throughout North <br />Carolina.
