<br />CHA - Presentation of FY 2015 Budget Request
<br />The following Cabarrus Health Alliance (CHA) representatives were
<br />present: Dr. William Pilkington, Cabarrus Health Alliance (CHA) CEO, Public
<br />Health Director; James Mack, Jr., CHA Board Chair; Tom Kincaid, CHA Board
<br />Vice Chair; CHA Board members Dr. Allan Krusell and Commissioner Steve
<br />Morris; and Sue Yates, CHA Finance Director; and most, if not all, school
<br />nurses were present.
<br />A PowerPoint presentation was reviewed by CHA representatives.

<br />Dr. Pilkington reviewed the following information:
<br />Cabarrus Health Alliance Fundinq Histor
<br />• In 1999, the County funded public health at $25.66 per capita with
<br />an agreement to continue that arrangement with stipulation that CHA
<br />would request no additional funding.
<br />• That arrangement stayed in place until FY 2008 -2009 when the
<br />contribution was reduced by 2.9 percent.
<br />• In FY 2011 -2012 the county manager recommended the county only fund
<br />mandated services.
<br />• County manager's recommendation was partially implemented in FY
<br />2011 -2012 and fully implemented in FY 2012 -2013.
<br />Imnact of County Decision not to Fund Clinical Services
<br />• CHA used revenue from Clinical. Services to fund School Nursing
<br />Supervisory Staff, IT, and Finance Staff
