May 29, 2014 (Recessed Meeting) <br />Page 2055 <br />• CHA eliminated 15 clinical positions and reduced clinic capacity by <br />approximately 30 percent <br />• By End of FY 2012 -13, CHA lost almost $1 Million in Medicaid <br />Reimbursements due to reducing clinic capacity <br />• At start of FY 2013 -14, County Appropriated One -Time Funding of <br />$300,000 to Cover Lost Revenue <br />Impact of Losing One -Time Funding <br />In order to maintain current supervision and support to the 43 <br />school nurses in the School Health program without the One -Time <br />Funding, there are 2 options: <br />1. Cut 5 School Nurse positions eliminating a "Nurse in every <br />school " or <br />2. Decrease hours for all school nurses leaving time uncovered <br />daily while students are one very campus. <br />Dr. Pilkington also announced one school nurse position funded by the <br />state has been cut from the State's budget. <br />CHA Board member, Dr. Allan Krusell, reviewed the following statistics: <br />• Treated 18,739 cases of Communicable Disease in Cabarrus County in <br />the last 3 calendar years <br />• Deliver an average of 11,781 immunizations yearly <br />• In just last six months, CHA has investigated over 20C cases of <br />Shigella in Schools, Daycares, and Restaurants <br />• Over 1,200 people vaccinated during two major Hepatitis A Outbreaks <br />in a year -Both requiring evening and weekend clinics and almost <br />$30,000 in unreimbursed costs <br />• 154 Cases of TB investigated. 91 were latent TB cases and 6 TB <br />Patients require daily observed therapy. <br />• 161 Cases of Salmonella investigated in the last 3 years <br />• 6 Critical Environmental Health violations discovered each day <br />during routine restaurant inspections <br />• Any critical violation not corrected could potentially sicken <br />hundreds of Cabarrus County residents <br />Dr. Pilkington presented the following reasons to invest in public <br />health: <br />1. We are good stewards of county dollars <br />• No 401K for employees <br />• Fewer Holidays <br />• Reduced Employee Health Insurance Costs <br />• Constructed new facility at $122 PSF <br />2.
