June 2, 2014 (Work Session) Page 2050 <br />Judy Sims, Humane Society Executive Director, presented an annual <br />update on Humane Society activities and goals in its partnership with <br />Cabarrus County. She advised the partnership has strengthened the non - profit <br />organization's value -added services to residents, animals, Animal Control and <br />other rescues in Cabarrus County. She reported all goals and attention areas <br />from last year have been met by the Humane Society, the County and Animal <br />Control. <br />Chairman Poole commended Ms. Sims for her accomplishments. <br />Ms. Sims credited the partnership's success with the contributions of <br />all the volunteers. She also responded to questions from the Board. <br />Human Resources - Results of Compensation <br />As a follow up to the Compensation, Classifications and Compression <br />Adjustment Study presented at the May work session, Lundee Covington, Human <br />Resources Director, advised Mr. Phillip Robertson is present to respond to <br />any questions the Board may have. <br />Phillip Robertson, Senior Vice- President of The Mercer Group, Inc., <br />responded to questions from the Board. <br />Mike Downs, County Manager, advised changes to position titles within <br />the Human Services and General Services Departments would create consistency <br />in compensation. He also requested the Board to submit any questions. <br />Discussion Items for Action at June 16, 2014 Meeting <br />County Manager - Approva o <br />l f BB &T Resolution and Agreement for Deposit <br />Account s _ <br />Pam Dubois, Deputy County Manager, advised signature cards and the <br />Resolution and Agreement for Deposit Accounts have been updated to reflect <br />Ann M. Wilson as the Finance Director and the signatory on the account. This <br />account is used for the collection of property taxes through services <br />provided by BB &T. <br />County Manager - Participation in NCDOT Private Rail Crossing Closure <br />Jonathan Marshall, Deputy County Manager, reviewed the following <br />information relating to participation in a NCDOT private rail crossing <br />closure. <br />The North Carolina Department of Transportation ( NCDOT) Rail <br />Division has been working on closing a private crossing over the <br />NC Railroad on the north side of Harrisburg Elementary School. <br />The current proposal includes construction of an emergency access <br />to the school property and enhanced access to the school park. <br />Some of the new access is planned to be paved, but Harrisburg, <br />Cabarrus County and the private owners have suggested that more <br />of the new access be paved (instead of just gravel) and NCDOT has <br />requested local participation. The Town of Harrisburg is <br />considering their participation; and this item is being brought <br />before the Board for consideration. <br />Mr. Marshall reviewed the proposed road access on the following map and <br />responded to a variety of questions from the Board. Issues addressed <br />included: maintenance costs; participation for sections of the proposed road <br />in regards to funding and maintenance; gravel versus paved; etc. <br />(This section intentionally left blank) <br />
