David Burnett, <br />Director of Construction, was also in attendance. <br />Finance — Update of the Construction and Renovation Fund Budget and Related <br />Project Ordinance for Public Safety Radio Replacements and Governmental <br />Center Chiller Replacement <br />Ann Wilson, Finance Director, stated, as part of the FY 2014 Budget, <br />the General Fund will transfer $837,OOO.DO to the Construction and Renovation <br />Fund for the purchase of Public Safety Radio Replacements ($672,000.00) and <br />the Governmental Center Chiller ($165,000.00) replacement. She advised this <br />agenda item records the projects in the Construction and Renovation through a <br />budget amendment and revised project ordinance. <br />In response to a question from the Board, Ms. Wilson stated these are <br />two items that are in the FY 2015 General Fund budget that are proposed to be <br />transferred to the Construction and Renovations fund to be spent from there <br />and technically to be spent after the budget is approved. <br />Pam Dubois, Deputy County Manager, explained funds, typically for any <br />projects that are funded from the General Fund resources that are for Capital <br />Projects type projects that take multiple months to complete, are moved to <br />the Capital Project Fund. She advised some projects cross over fiscal years <br />and it is most likely the radio fund will cross over. <br />Finance — Update of the Construction and Renovation Fund Budget and Related <br />Project Ordinance for RCCC Renovation Project <br />Ann Wilson, Finance Director, advised it was brought to her attention <br />that Rowan - Cabarrus Community College (RCCC) has a bid expiring July 2nd. <br />RCCC is requesting the county quickly transfer the $1,500,000.00 the county <br />will be contributing to the Cosmetology project. She reviewed the proposed <br />budget amendment showing funds from over - budgeted items available to fund <br />this project. She also responded to questions from the Board. <br />A discussion ensued. Issues addressed included: accountability; <br />programs being moved to the new Cosmetology facility in downtown Kannapolis; <br />the new owner of the current Cosmetology Center facility has expressed <br />interest in maintaining the school at that location; the proposed length of <br />lease at the new location is for 20 years; cost comparison with other <br />facilities that were considered; etc. <br />Chairman Poole requested clarification on programs being moved to the <br />new Cosmetology facility in downtown Kannapolis. <br />lease. <br />Commissioner Oesterreich requested a copy of the term sheet for the <br />Finance — Update the Small Projects Capital Fund Budget and Related Project <br />Ordinance for the Prime Farmland Project <br />Ann Wilson, Finance Director, reviewed the following information <br />relating to the Small Projects Capital Fund Budget and related Project <br />Ordinance for the Prime Farmland Project. <br />As part of the FY15 Capital Improvement Plan, $125,000.00 is <br />allocated to the Prime Farmland Project. The $125,000.00 will be <br />reallocated within the Small Projects Fund from Deferred Tax <br />Collections into the Soil and Water Department to be used for the <br />surveys, appraisals and purchase of land for conservation <br />efforts. This agenda item records the reallocation of funds <br />through a budget amendment and revised Small Projects Capital <br />Project Ordinance. The total Small Projects Fund is not <br />increased or decreased by this action. <br />Human Services - Human Services T'ransvortation Maintenance Contract <br />Ben Rose, Human Services Director, presented a request to award <br />contracts for vehicle maintenance and wheelchair maintenance between Cabarrus <br />County and Gmax Automotive and Grant Services LILC. He stated RFP's (Requests <br />for Proposals) were advertised. <br />
