June 2, 2014 (Work Session) <br />Page 2063 <br />Based on bids received, Bob Bushey, Transportation Manager, requested <br />Gmax Automotive be awarded a contract for vehicle maintenance and Grant <br />Services, LLC be awarded a contract for wheelchair lift maintenance. He also <br />responded to questions from the Board. <br />Human Services - Review and Award Contract for Secondary Transportation <br />Services <br />Ben Rose, Human Services Director, presented a request to award a <br />contract between Cabarrus County and TJ's Taxi and American Alternative for <br />secondary transportation vendors for occasions when CCTS ( Cabarrus County <br />Transportation Services) is unable to provide the needed transportation <br />service due to capacity or distance. <br />Bob Bushey, Transportation Manager, recommended the Board award two <br />contracts for services based on cost, history and experience_ He advised by <br />awarding two contracts, the division will be able to maximize services for <br />the lowest possible cost. <br />Mr. Rose, Mr. Bushey and Mike Downs, County Manager, responded to a <br />variety of questions from the Board. <br />Planning and Development - Proposed Text Amendment to Zoning Ordinance <br />(TEXT2014- 00004) - Public Hearina 6:30 P.M. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information relating to a proposed text amendment to the Zoning Ordinance <br />(TEXT2014- 00004). She also stated a public hearing is required. <br />The proposed text changes to Chapter 7, Performance Based <br />Standards, #67, Temporary Uses of the Cabarrus County Zoning <br />Ordinance are attached. <br />The purpose of the changes to Chapter 7 is to clarify standards <br />related to certain temporary uses and the use of recreational <br />vehicles, the waiting period between temporary use permits being <br />issued and to further clarify standards associated with temporary <br />uses that include public assembly. <br />The Planning and Zoning Commission voted unanimously on May 6, <br />2014, to forward the proposed amendments to the Board of <br />Commissioners for final consideration. <br />The proposed changes were also reviewed by the County Attorney, <br />the Text Amendment Committee, Emergency Management and the Fire <br />Marshal's Office. <br />Commissioner Oesterreich urged the public to examine the amendment and <br />contact the Board with their comments or come speak at the public hearing to <br />be held at the June regular meeting. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Morris <br />and unanimously carried, the Board suspended its Rules of Procedures to take <br />action on this item. <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board scheduled a public hearing for Proposed <br />Text Amendment to the Zoning Ordinance (TEXT2014- 00004) for June 16, 2014 at <br />6.30 p.m. <br />Recess of Meeting <br />The Board took a short break at 5:57 p.m. The meeting resumed at 6 :11 <br />p.m. <br />Finance - Presentation of County FY 2015 Budget Requests <br />Paarth Mehta, Budget Analyst, advised staff is in attendance to present <br />the remaining budget items for discussion.
