June 16, 2014 (Regular Meeting) Page 2086 <br />The MOTION failed with Commissioners Oesterreich and Measmer voting for <br />and Chairman Poole, Vice Chairman Burrage and Commissioner Morris voting <br />against. <br />Commissioner Morris MOVED to approve the fee schedules as recommended <br />by staff. Following a brief discussion, Vice Chairman Burrage seconded the <br />motion. <br />Jonathan Marshall, Deputy County Manager, noted there are three options <br />for the Boards' consideration in regards to the Construction Standards fee <br />schedule changes. Staff recommends a 10 percent increase with a minimum <br />permit fee of $42.00. <br />The MOTION failed with Chairman Poole and Commissioner Morris voting <br />for and Vice Chairman Burrage and Commissioners Measmer and Oesterreich <br />voting against. <br />A discussion ensued regarding building inspection fees. During <br />discussion, Ms. Sifford responded to questions from the Board. <br />Commissioner Oesterreich MOVED to approve the Fire Marshal, Planning <br />and Zoning, and Construction fees at their current levels, without increase. <br />Commissioner Measmer seconded the motion. The MOTION carried with Vice <br />Chairman Burrage and Commissioners Measmer and Oesterreich voting for and <br />Chairman Poole and Commissioner Morris voting against. <br />Commissioner Oesterreich MOVED to leave the fire tax rates at their <br />current rate. Commissioner Measmer seconded the motion. <br />taxes. <br />Commissioner Oesterreich commented on his opposition to an increase in <br />The MOTION unanimously carried. <br />Ordinance No. 2014 -20 <br />CABARRUS COUNTY BUDGET ORDINANCE <br />SPECIAL FIRE TAX AND INSURANCE DISTRICTS FUND <br />FISCAL YEAR 2014 -2015 <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br />Section I. <br />It is the intent of the Special Fire Tax and Insurance Districts Fund to <br />provide necessary funds to local fire departments with district in <br />Cabarrus County for the purpose of providing fire protection in the <br />unincorporated areas of Cabarrus County. The Board of County <br />Commissioners does hereby levy the tax on Real, Personal and Public <br />Service property located in each specific designated fire or service <br />district. Such funds collected by the County Tax Collector are then <br />remitted to each fire department for the purpose of providing fire <br />protection to the specific taxed area. <br />Section II. <br />The following amounts are hereby appropriated in the Special Fire Tax and <br />Insurance Districts Fund to provide for the operation of rural fire <br />services for the fiscal year beginning July 1, 2014 and ending June 30, <br />2015: <br />Fire Department <br />Appropriation <br />Allen <br />$206,173 <br />Cold Water <br />179,813 <br />Concord Rural <br />11,945 <br />Flowe's Store <br />196,983 <br />Georgeville <br />204,411 <br />Gold Hill <br />23,807 <br />Harrisburg Rural <br />624,001 <br />Jackson Park (City of Concord) <br />78,108 <br />Kannapolis Rural <br />59,837 <br />Midland <br />329,118 <br />Mt.
