June 16, 2014 (Regular Meeting) <br />Page 2101 <br />is a retired librarian, has service previously on the Library Board of <br />Trustees and is also endorsed by Dana Eure, Library Director. This position <br />is subject to concurrence by the Concord City Council. <br />An appointment is also needed to fill one of the "Kannapolis" positions <br />on the Library Board of Trustees. Sue Frieze was appointed by the Board of <br />County Commissioners in 2012 to fill an unexpired term. She is eligible to <br />serve a second term and would Like to be reappointed. She is endorsed by <br />Dana Eure, Library Director. Ms. Frieze is a resident of Rowan County. An <br />exception to the "residency" provision of the Appointment Policy will be <br />needed for her. <br />UPON MOTION of Commissioner Morris, seconded by Chairman Poole and <br />unanimously carried, the Board appointed Carol Schmidt to the Library Board <br />of Trustees as a "Concord" representative, subject to concurrence by the City <br />of Concord, for a three -year term ending June 30, 2017; reappointed Sue <br />Frieze to the Library Board of Trustees as a "Kannapolis" representative for <br />a second three -year term ending June 30, 2017; including an exception to the <br />"'residency" provision of the Appointment Policy for Ms. Frieze; and removed <br />Anita Talbott from the Library Board of Trustees roster and thanked her for <br />her many years of service. <br />(H -7) Appointments - Nursing Home Community Advisory Committee <br />An application has been received from Scott Wilson for the Nursing Home <br />Community Advisory Committee. He has been prequalified by the Regional <br />Ombudsman. <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Measmer <br />and unanimously carried, the Board appointed Scott Wilson to the Nursing Home <br />Community Advisory Committee for an initial one -year term ending June 30, <br />2015. <br />(H -8) Appointments (Removals) - Public Health Authority of Cabarrus Counter <br />The term of appointment for Dr. Chad Weston, "Northeast Medical Staff" <br />representative, expires on June 30, 2014. Dr. Weston has agreed to serve <br />another term and is recommended for reappointment. <br />Dr. Allan Krusell, "Member, Cabarrus County Medical Society" <br />representative, has served on the Authority since 2003 and will not be <br />serving another term. Tedra M. Claytor, M.D. is recommended to fill Dr. <br />Krusell's position, which is required to be replaced by another member of the <br />Cabarrus County Medical Society. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board reappointed Dr. Chad Weston as " Northeast <br />Medical Staff" representative to the Public Health Authority of Cabarrus <br />County for a three -year term ending June 30, 2017; removed Dr. Allan Krusell <br />from the Public Health Authority roster, effective June 30, 2014 and thanked <br />him for his many years of dedicated service; and appointed Dr. Tedra Claytor <br />as "Member of Cabarrus County Medical Society" representative to the Public <br />Health Authority of Cabarrus County for a three -year term ending June 30, <br />2017. <br />(13µ9) Appointments- Region F Aging Advisory Committee <br />The terms of appointment for Beth Croom and Ted Drain "Alternate" <br />expire June 30, 2014. Ms. Croom does not wish to serve another term. Mr. <br />Drain is willing to serve as a Delegate or Alternate. <br />Applications have also been received from Betty Barnhardt and Nancy <br />Woodard. Ms. Barnhardt currently serves on the Active Living and Parks <br />Commission. An exception to the "service on multiple boards" provision of <br />the Appointment Policy would be needed for her. <br />UPON MOTION of Commissioner Oesterreich, seconded by Vice Chairman <br />Burrage and unanimously carried, the Board appointed Ted Drain to the Region <br />F Aging Advisory Committee as a "Delegate" representative for a two --year term <br />ending June 30, 2016 and appointed Betty Barnhardt as an "Alternate" <br />representative for a one -year term ending June 30, 2015. <br />I) REPORTS <br />(I -1) County Manager - Monthly Reports on Building Activity <br />
