June 20, 2014 (Special Meeting) Page 2105 Mr. Koch advised the statutes outline who should be in the working groups, unless the two boards agree otherwise. He requested the Board of Commissioners' group consist of the Chairman, Vice Chairman, County Manager, Pam Dubois, in the role of the Finance Director, and himself. He stated this would add the Vice Chairman as an additional member. Ms. Stone stated the request is acceptable to the BOE. She stated CCS's Vice Chairman is not in attendance and requested the Chairman be permitted to bring in a designee as a second member. Mr. Koch responded GCS's request is acceptable to the Board. Chairman Poole questioned as to whether the second member is a BOE member. Chairman Kiger responded in the affirmative. He also stated their Finance Director is absent and Ed Emery, Assistant Finance officer, will fill that role within their working group. Recess of Meeting UPON MOTION of Chairman Poole, seconded by Vice Chairman Burrage and unanimously carried, the Board of Commissioners recessed the meeting at 3:08 p.m. until later in the afternoon. UPON MOTION of David Harrison, seconded by Rob Walter and unanimously carried, the Cabarrus County Schools Board of Education recessed their meeting at 3:09 p.m. until later in the afternoon. Return to Meeting UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage and unanimously carried, the Board of Commissioners reconvened the meeting at 4:24 p.m. UPON MOTION of David Harrison, seconded by Jeff Phillips and unanimously carried, the Cabarrus County Schools Board of Education reconvened their meeting at 4:24 p.m. Discussion of the Sufficiency of the Amount of Money Appropriated to the Cabarrus County Schools Board of Education for the Current Expense Fund and the Capital Outlay Fund by the Board of Commissioners for FY 2015 and Efforts to Resolve the Issue. Pursuant to NCGS 115C -431. - Continued Thorns Craven, Mediator, reported he met with both working groups and the decision has been made to recess those meetings in order to gather more information. He stated the working groups will reconvene on July ll at 1:00 p.m. He announced this portion of the mediation is suspended. In response to a question from the Board, Mr. Craven stated it will only be the small groups gathering on that day, and therefore will not be a public meeting. The working groups will meet at the Governmental Center in Conference Rooms A and B.
