July 7, 2014 (Work Session) Page 2106 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 7, 2014 at 4:00 p.m. <br />Present — Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Cesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Commissioner Oesterreich arrived at 4:11 p.m. and was present for the <br />remainder of the meeting. <br />Chairman Poole arrived at 3:02 p.m. and was present for the remainder of <br />the meeting. <br />Call to Order <br />Vice Chairman Burrage called the meeting to order at 4:02 p.m. <br />Approval of Agenda <br />Vice Chairman Burrage presented the following changes to the Agenda: <br />Supplemental Information: <br />Discussion Items for Action at July 21, 2014 Meeting <br />3 -9 Planning and Development - Elma C. Lomax Incubator Farm Public to <br />Private Transition Proposal <br />• Public to Private Transition Plan - Updated <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Measmer and <br />unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items for Action at July 21, 2014 Meeting <br />Veterans Services - Renaming of North Cabarrus Park as Vietnam Veterans Park <br />Tim Tereska, Veterans Services Director, presented a request to rename <br />North Cabarrus Park as Vietnam Veterans Park. He advised, in commemoration of <br />the 30 anniversary of the beginning of the Vietnam War, the Cabarrus <br />Veterans Coalition (CVC) is petitioning to rename North Cabarrus Park as <br />Vietnam Veterans Park. He stated the CVC went before the Active Living and <br />Parks Commission and received the Commissions' approval and recommendation. <br />He further stated there have been issues with Kannapolis regarding renaming <br />the park and recommended having discussions with Kannapolis officials in order <br />to reach an agreement. <br />On behalf of the Kannapolis City Council, Darrell Hinnant, Mayor of <br />Kannapolis, expressed opposition to renaming North Cabarrus Park as Vietnam <br />Veterans Park. He stated a letter detailing concerns regarding the park was <br />sent to the Chairman. <br />Board. <br />Vice Chairman Burrage confirmed the letter was provided to the entire <br />Mayor Hinnant advised decisions such as renaming should be jointly <br />agreed upon between the city and county, as indicated in a Memorandum of <br />Understanding between the City of Kannapolis and Cabarrus County dated October <br />19, 1998. He stated the recently rededicated Veterans Park honors and <br />remembers veterans who have served in all military conflicts over the history <br />of our great nation. He further stated, having two parks named for veterans <br />would be confusing to the public. In addition, he stated Veterans Park is <br />open to additional monuments honoring various branches of the military, <br />whereas, there are currently no references to veterans at North Cabarrus Park. <br />He also indicated Kannapolis's interest in assuming operations of the park. <br />
