July 7, 2014 (Work Session) Page 2107 <br />A discussion ensued. During discussion, Londa Strong, Active Living and <br />Parks Director and Mr. Tereska responded to questions from the Board. It was <br />the consensus of the Board for staff to meet with Kannapolis officials and <br />provide an update at the July regular meeting. <br />BQC - Designation of Voting Delegate for NCACC 107th Annual Conference <br />Mike Downs, County Manager, stated the annual conference for the North <br />Carolina Association of County Commissioners (NCACC) is being held August 14- <br />17, 2014. He advised the Board needs to select a delegate for the conference. <br />It was the consensus of the Board for Commissioner Morris to be the delegate <br />with Chairman Poole as an alternate. <br />Cooperative Extension - Cabarrus County Youth Council Revisions to Bylaws <br />Robert Furr, Cooperative Extension Director, presented the following <br />information relating to a request to revise the Cabarrus County Youth Council <br />Bylaws: <br />The Cabarrus County Youth Council members voted to recommend <br />revisions to the Bylaws at their November 13, 2012 meeting. <br />Through an oversight at that time, those revisions were never <br />brought before the Board of Commissioners for final adoption. <br />The changes include: <br />- Increasing the number of "at- large" seats from 2 to 4, to <br />allow better representation from this population of students <br />- Combining the Member Recruitment and Application committees <br />into one committee <br />- Adding a Communications committee <br />- Clarifying a quorum as "half of the membership plus one" <br />- Removing the requirement for a presentation to the Board of <br />County Commissioners at their November and May meetings <br />Commissioner Measmer suggested the Youth Council consider changing the <br />name of the Council to the Cabarrus County Youth Commission when they resume <br />meeting following the summer break. <br />Mr. Furr indicated the Youth Council plans to discuss a name change at <br />their next meeting. <br />Commissioner Measmer advised the name change would avoid confusion that <br />has occurred in the past with the Concord Youth Council. <br />County Manaqer - Cabarrus Health Alliance (CHA) Request for Additional Fundinq <br />Sue Yates, Cabarrus Health Alliance (CHA), Finance Director, presented <br />the following information relating to a request for additional funding: <br />Between March 28th and April 7th, 2014, all customers of the Papa <br />John's Pizza location at 8015 -3 Cambridge Commons Drive, <br />Charlotte, NC 2B205 were exposed to Hepatitis A. Reimbursement for <br />the approximately 400 Hepatitis A vaccinations was requested from <br />Papa John's on May 20th. As of this date, no response has been <br />received from Papa John's. This cost was paid within the <br />communicable disease mandated services division which is funded by <br />the County. <br />Since Papa John's has failed to respond to reimburse CHA, a <br />request in the amount of $22,777.08 has been submitted to Cabarrus <br />County to cover this expense. Attached are the correspondences to <br />Papa John's International Headquarters, the cost of the <br />vaccinations and a formal written request to the County for <br />reimbursement of this expense. <br />A discussion ensued with Richard Koch, County Attorney, and Ms. Yates <br />responding to questions from the Board. Issues addressed included seeking <br />reimbursement; the Papa John's headquarters has not responded; etc. <br />Finance - General Fund Contribution to School Construction Fund - <br />$3,920,112.00 <br />Susan Fearrington, Assistant Finance Director, presented a request for a <br />General Fund contribution to the School Construction Fund for $3,920,112.00. <br />
