July 7, 2014 (Work Session) Page 2108 <br />She advised, based on the June 16, 2014 Board approval of the General Fund <br />FY15 Budget, $3,920,112.00 will be transferred from the General Fund to the <br />School Construction Fund for Improvement /Construction of School Facilities. <br />The related budget amendment and School Construction Project Ordinance are <br />presented for approval to incorporate the receipt of funds into the School. <br />Construction Fund. <br />Finance - November 2014 General Obligation Bond Referendum - Public Hearing <br />6:30 P.M. <br />Ann Wilson, Finance Director, reviewed the next steps in the process to <br />place $11,000,000.00 in School General Obligation Bonds and $9,000,000.00 in <br />Community College General Obligation Bonds on the November ballot. She <br />advised next the Board needs to conduct the public hearing, adopt the bond <br />orders and adopt a resolution calling for the bond referendum on November 4, <br />2014. She also responded to questions from the Board. <br />Finance - Reallocation of Funds for School Roofing and School. Projects - <br />$2,736,950.,49 <br />Susan Fearrington, Assistant Finance Director, presented a request for <br />reallocation of funds for school roofing and school projects for <br />$2,738,950.49. She advised, based on the June 16, 2014 Board approval of the <br />General Fund FY15 Budget, the Board approved the reallocation of the Helms <br />Hall capital appropriation at Camp Spencer to fix the school's leaking roofs <br />($1,250,622.75). A motion was also made and approved to terminate and <br />reallocate all funding for Wallace Park and to use the funds for school <br />projects ($1,488,327.74). She stated the related budget amendment, <br />Construction and Renovation Project Ordinance and Capital Reserve Project <br />Ordinance will incorporate these changes. She also responded to questions <br />from the Board. <br />A discussion ensued. Issues addressed included: some funds were <br />already spent on the projects; the return of a $350,000.00 grant for Wallace <br />Park; the value of the Wallace Park land; a previous request to swap a portion <br />of land at the Wallace Park property for railroad access; etc. <br />General Services - Request to Purchase County -Owned Property <br />Jonathan Marshall, Infrastructure and Asset Management Director, <br />presented the following information relating to a request to purchase county - <br />owned property. <br />Rinker Commercial Properties, representing Bright Parsun LLC, has <br />submitted a request to purchase County property adjacent to the <br />Bright Parsun owned building at 70 and 82 Union Street South. A <br />letter detailing this request, a survey of the Bright Parsun and <br />County property and a detailed survey of the area included in the <br />request to purchase are attached. The purchaser is offering <br />$6,000.00 for this property. <br />This property is located across Union Street South from the County <br />Courthouse and is used for access to the Spring /Barbrick County <br />Parking Lots. The access would not be affected by the sale of the <br />property. <br />The General Statutes detailing the Methods of Sale (GS 160A -266) <br />and Upset Bid process (GS 160A -269) are both attached. The first <br />step in the process is to decide whether to consider the offer and <br />begin the process of advertising for upset bids. This item will <br />come back before the Board of Commissioners once an advertised 10- <br />day upset bid period has been completed without any additional <br />qualified bids. At that point the Board may decide to accept or <br />reject the highest bid. <br />A discussion ensued. During discussion Mr. Marshall responded to a <br />variety of questions from the Board. <br />Commissioner Morris expressed support for the transaction. <br />Commissioner Oesterreich expressed support for the upset bid process. <br />Planning and Development - Elmta C.
