.Iuly 21, 2014 (Regular Meeting) Page 2112 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental. Center in Concord, North Carolina on Monday, July 21, 2014, at <br />6 :30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Chairman Poole called the meeting to order at 6 :31 p.m. <br />Chairman Poole led the Pledge of Allegiance. <br />Reverend Tom Anderson from First Baptist Church in Concord delivered <br />the invocation. <br />A moment of silence was observed for former Cabarrus County <br />Commissioner, Kenneth F. Payne. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the minutes of April 21, 2014 <br />(Regular Meeting), May 5, 2014 (Work Session) and May 19, 2019 (Regular <br />Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Additions: <br />Recognitions and Presentations <br />C -2 ITS -- Recognition of 2014 12th Annual Digital Counties Survey <br />Achievement <br />C -3 ITS - Recognition of Regional and National Awards for Collaborative <br />Technology Services Between County government and School Systems <br />Supplemental Information: <br />New Business <br />G -3 Veterans Services - Renaming of North Cabarrus Park as Vietnam Veterans <br />Park <br />• Letter <br />Updated: <br />Recognitions and Presentations <br />C -4 Recognition of USA National Masonry Skill Competition National Champion <br />Removed: <br />Consent <br />F -3 County Manager - Cabarrus Health Alliance (CHA) Request for Additional <br />Funding <br />• Papa John's sent a check to Cabarrus Health Alliance <br />Closed Session <br />L -1 Closed Session - Pending Litigation <br />Vice Chairman Burrage requested F -4 (Finance - Reallocation of Funds <br />for School Roofing and School. Projects - $2,735,950.49) and F -5 (Finance - <br />General Fund Contribution to School Construction Fund - $3,920,112.00) be <br />moved to New Business for discussion. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) EMS - Recognition of 2014 Achievement Award <br />
