July 21, 2014 (Regular Meeting) Page 2113 <br />In recognition of the performance of Cabarrus County EMS (Emergency <br />Medical Services) employees in their efforts to save cardiac arrest victims, <br />Alan Thompson, EMS Director, announced Cabarrus County EMS received the 2014 <br />Achievement Award from the National Association of Counties (NACo) for its <br />program titled "Cardiac Arrest Survival Enhancement -Pit Crew CPR" in the <br />category of Health. He stated the award is representative of the excellence <br />of service Cabarrus County paramedics deliver to the community each day. He <br />also presented an award to Mike Downs, County Manager, for display at the <br />Governmental Center. <br />Chairman Poole commended Mr. Thompson and EMS staff for their <br />accomplishments and service to the community. <br />(C -2) ITS - Recognition of 2014 12th Annual Digital Counties Survey <br />Achievement <br />Debbie Brannan, Information Technology Services (ITS) Director, <br />announced Cabarrus County came in second place in the 2014 12th Annual <br />Digital Counties Survey for the population category 150,000 to 250,000. She <br />advised the Center for Digital Government's, Digital County Survey is <br />conducted in partnership with the National Association of Counties (NACo) to <br />recognize counties for their innovative use of technologies that improve <br />service and boost efficiencies. This year's survey highlighted the ITS <br />Department's innovative programs and partnerships with other county <br />departments, school districts and local jurisdictions. She stated the award <br />acknowledges the vision and hard work of the IT staff, the Board of <br />Commissioners for their support of technology, and all employees that work <br />for the county that are willing to embrace change and use technology as a way <br />to reduce costs and improve the delivery of services for our customers and <br />citizens. <br />(C -3) ITS - Recognition of Regional and National Awards for Collaborative <br />Technology Services Between County Government and School Systems <br />Debbie Brannan, Information Technology Services (ITS) Director, <br />announced the ITS Department has been awarded several recognitions for work <br />with the Cabarrus County Schools and Kannapolis City Schools in cooperative <br />technology services. She stated the strategic partnership between Cabarrus <br />County Government, Cabarrus County Schools and Kannapolis City Schools for <br />Collaborative Technology Services (CTS), has been recognized with regional <br />and national awards: Centralina Council of Governments Region of Excellence <br />Award, National Association of Counties Achievement Award, and the National <br />School Boards Association Magna Award. <br />Todd Shanley, ITS Manager, displayed the awards. <br />Chairman Poole commended the ITS Department for their achievements. <br />(C -4) Recognition of USA National Masonry Skill Competition National <br />Champion <br />Ryan Shaver, Masonry Instructor, recognized Daniel Furr for his <br />achievements at the USA National Masonry Skills competition. Mr. Furr won <br />first place and is the national champion of the USA National Masonry Skills <br />competition. He is a recent graduate of Mount Pleasant High School and is <br />continuing his education at North Carolina State University. <br />Chairman Poole commended Mr. Furr for his accomplishments and also <br />recognized the Cabarrus County Building Industry Association for their <br />contributions and support. <br />(D) INFORMAL COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:53 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with members of the Concord Police Department. <br />Vicki Cooke, resident of 115 Overbrook Drive in Concord, expressed <br />dissatisfaction with items cut from the FY 2015 budget at the June 16 Board <br />of Commissioners meeting. She urged the Board to consider amending the <br />budget. <br />Nelson Lee, resident of 2104 Pennsylvania Avenue in Kannapolis, <br />expressed support for renaming North Cabarrus Park to Vietnam Veterans Park. <br />
