July 21, 2014 (Regular Meeting) <br />Timothy Vaughn, resident <br />General Manager at Hilbish <br />Development Corporation (EDC). <br />EDC. <br />Page 2114 <br />of 1115 Westlake Drive in Kannapolis and <br />Ford, expressed support for the Economic <br />He urged the Board to restore funding for the <br />Robin Pope, resident of Kannapolis, former member of Kannapolis Friends <br />of the Library and former Council for a Sustainable Local Economy board <br />member, expressed dissatisfaction in regards to cuts to the Library and Lomax <br />Incubator Farm made in the FY 2015 budget. <br />Cheryl Kelling, resident of 512 Winfield Boulevard in Concord, <br />expressed dissatisfaction regarding the FY 2015 budget adopted in June. She <br />urged the Board to amend their decision. <br />Joe Rowland, resident of 12001 Mount Olive Road in Gold Hill and local <br />farmer, expressed support for the transition of the Lomax Incubator Farm to a <br />non - profit organization. He also apologized for a statement he previously <br />made to a reporter. <br />Edie Barnhardt, resident of 49 Paton Court SE in Concord, expressed <br />dissatisfaction with recent decisions by the Board. She urged the Board to <br />listen to the people. <br />Liz Gray, resident of 540 Allison Street NW in Concord, small business <br />owner and President of the Concord Cabarrus Business and Professional Women, <br />expressed dissatisfaction with recent budget cuts in the FY 2015 budget. <br />Dakeita Vanderburg- Johnson, resident of 7787 US Hwy 601 South in <br />Concord, and owner of Southgate Masonry and Lumber Company, expressed support <br />for funding the Economic Development Corporation. She urged the Board to <br />reconsider their decision to cut funding. <br />Steve Cude, resident of 2668 Woodcrest Drive in Concord and Cabarrus <br />County retiree, expressed dissatisfaction regarding the FY 2015 budget, <br />particularly cuts to employee healthcare and the closing of the Employee <br />Health Clinic. He stated the Employee Health Clinic provided savings of over <br />$96,000.00 to the county last year. <br />Rose Rummel -Fury, resident of 118 Edgewood Avenue NE in Concord and <br />member of Central United Methodist Church, expressed support for the proposal <br />to transition the E1ma C. Lomax Incubator Farm from a public organization to <br />a private non - profit. She stated the church has a quarter acre lot at the <br />Lomax Incubator Farm which provided a donation of 1,600 pounds of food to the <br />Cooperative Christian Ministry food bank so far this year. <br />Allison Smith, resident of 1565 Goodnight Road in Salisbury and <br />Cabarrus County retiree, spoke regarding dissatisfaction with the Boards' <br />decision to close the Employee Health Clinic. She questioned the Boards' <br />reasoning behind their decision, stating employees will need more time off <br />work to visit their physicians and more money will be spent without the <br />services previously provided by the clinic. <br />David Hampton, resident of 2000 South Main Street in Kannapolis, <br />expressed dissatisfaction with the Boards' cuts adopted in the FY 2015 <br />budget. He reviewed benefits the Employee Health Clinic and Wellness Program <br />provided to the county and its employees. He stated these cuts will end up <br />with health care costing more for the county as well as the potential loss of <br />employees to surrounding counties who may provide better benefits. <br />John Stanley, resident of 1401 Tygress Street in Kannapolis and <br />Cabarrus Veterans Coalition member, expressed support for renaming North <br />Cabarrus Park as Vietnam Veterans Park. He urged the Boards' support. <br />Wayne King, resident of 789 Courtney Street in Concord, urged the Board <br />to allow county employees to make efficient and effective decisions with the <br />appropriate financial guidance. He asked the Board to reconsider the budget <br />cuts and make their decisions with due process and diligence, including input <br />from county residents. <br />Mike Tallent, resident of Holt Kay Road in Midland and Midland Town <br />Council member, displayed a map of the county depicting the locations of <br />county facilities. He pointed out the majority of county facilities are in <br />Harrisburg, Concord and Kannapolis. He stated, out of the budget cuts made, <br />two - thirds of the cuts came from the Midland area of the county. He further <br />stated Midland residents pay the same taxes as the rest of the county. He <br />
