July 21, 2014 {,Regular Meeting) Page 2115 <br />concluding his comments, stating it is time for residents in southern <br />Cabarrus County to get services. <br />Kathy Kitts, resident of 13113 Brandywine Lane in Midland and Mayor of <br />Midland, stated prior to the primary election, she was told there wouldn't be <br />cuts to libraries and parks. She expressed support for economic development, <br />and further expressed embarrassment over the Boards' actions, urging the <br />Board to make it right. <br />Ed and Jennie Brasefield, residents of 615 Camrose Court NE in Concord, <br />expressed support for the adopted FY 2015 budget. Mr. Brasefield stated many <br />residents are on fixed incomes and cannot afford an increase in their taxes. <br />Charles Reed, II, resident of 3240 Irish Potato Road in Kannapolis, <br />expressed disappointment in the lack of transparency from the Board of <br />Commissioners. <br />Carl Parmer, resident of 239 Valhalla Drive in Harrisburg, and former <br />Mayor and Town Administrator of Harrisburg, expressed dissatisfaction with <br />the FY 2015 adopted budget. He commented that the recent amendments to the <br />farm are encouraging. He urged the Board to revisit their decision regarding <br />the Economic Development Corporation. <br />Grace Galloway, resident of 217 Palaside Drive in Concord and Vietnam <br />veteran, expressed support for renaming North Cabarrus Park as Vietnam <br />Veterans Park. She stated it is time to thank and recognize Vietnam veterans <br />and urged the Board to approve the renaming of the park. <br />Tammy Whaley, resident of 6551 Derby Lane NW in Concord and member of <br />the Cabarrus County Tourism Authority, expressed dissatisfaction with the <br />adopted FY 2015 budget. She addressed the benefits of economic development <br />to the county and urged the Board to reinstate funding to the Economic <br />Development Corporation. <br />Mike O'Brien, resident of 451 Woodend Drive SE in Concord, expressed <br />support for the county libraries. He advised the cuts to Library staff in <br />Concord have lowered staff morale, increased checkout lines and decreased <br />services. He stated since the recession, other counties have reopened their <br />libraries to six days a week, but Cabarrus County libraries are only open <br />five days a week. He urged the Board to remedy the situation. <br />Ronald Frawley, resident of 1612 Chadmore Lane NW in Concord and <br />Vietnam veteran, expressed support for renaming North Cabarrus Park as <br />Vietnam Veterans Park. He urged the Board to consider renaming the park both <br />to honor veterans and as a healing agent for those who served. <br />Lynn Safrit, resident of 1200 Pendleton Drive in Kannapolis, President <br />of Castle and Cooke North Carolina, LLC and Chair of the Cabarrus Economic <br />Development Corporation (EDC) Board of Directors, commented about the lack of <br />transparency regarding the Boards' adoption of the FY 2015 budget. She <br />expressed support for the EDC and its impact on the community. In response <br />to the Boards' budget motion in June, she further stated the EDC and the <br />Cabarrus Regional Chamber of Commerce are separate entities, each with their <br />own board of directors. <br />Andrew Thewlis, resident of 2630 S. Main Street in Concord, expressed <br />support for the transition of the Lomax Incubator Farm to a private non- <br />profit organization. <br />Jack Ward, resident of 3537 Larkhaven Avenue SW in Concord, expressed <br />support for renaming North Cabarrus Park as Vietnam Veterans Park. He urged <br />the Board rename the park as a tribute to Vietnam veterans. <br />Dennis Johnson, resident of 1410 Nottingham Road in Kannapolis, <br />commented on long -term debt. He expressed support for less spending. <br />Margaret Dabbs, resident of 751 Groff Street NW in Concord, stated she <br />hoped another person did not have to find out they lost their job publically, <br />and not knowing that it was coming. <br />Richard Flowe, resident of 2720 Keady Mill Road in Kannapolis, <br />expressed support for renaming the park and for economic development. He <br />urged the Board to fund the Cabarrus Economic Development Corporation. He <br />also expressed dissatisfaction regarding disrespect for the governmental <br />system. <br />
