July 21, 20I4 (Regular Meeting) Page 2116 <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />Following the informal comments, Chairman Poole announced Lynn Safrit's <br />daughter, Elizabeth, resident of Kannapolis, was crowned Miss United States <br />and will be competing in the Miss World pageant. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F--1) BOC - Designation of Voting Delegate for NCACC 107th Annual Conference <br />The North Carolina Association of County Commissioners (NCACC) is <br />requesting each Board of County Commissioners designate a commissioner or <br />other elected official as a voting delegate for the NCACC 107th Annual <br />Conference, to be held on August 14 -17, 2014, in Buncombe County. <br />UPON MOTION of Vice Chairman Burrage, seconded Commissioner Measmer and <br />unanimously carried, the Board approved Commissioner Morris as the voting <br />delegate to represent Cabarrus County at the NCACC 107 Annual Conference to <br />be held August 14 -17, 2014, in Buncombe County. <br />(F -2) Cooperative Extension - Cabarrus County Youth Council Revisions to <br />Bylaws <br />The Cabarrus County Youth Council members voted to recommend revisions <br />to the Bylaws at their November 13, 2012 meeting. Through an oversight at <br />that time, those revisions were never brought before the Board of <br />Commissioners for final adoption_ <br />The changes include: <br />• Increasing the number of "at- large" seats from 2 to 4, to allow <br />better representation from this population of students. <br />• Combining the Member Recruitment and Application committees into <br />one committee. <br />• Adding a Communications committee. <br />• Clarifying a quorum as "half of the membership plus one" <br />• Removing the requirement for a presentation to the Board of <br />County Commissioners at their November and May meetings. <br />UPON MOTION of Vice Chairman Burrage, seconded Commissioner Measmer and <br />unanimously carried, the Board approved the Bylaw changes as presented by the <br />Cabarrus County Youth Council. <br />Cabarrus County Youth Council Bvlaws <br />Background <br />North Carolina 4 -H holds North Carolina 4 -H Citizenship Focus in June each <br />year. 4 -H'ers (ages 14 -19) attend the three day event in Raleigh, <br />participating in citizenship and government workshops. The event culminates <br />with 4 -H'ers visiting legislators at the state capital building. Another <br />component of the program is that 4 -H'ers develop an Action Plan. The plan is <br />to be something that engages the 4- H'er(s) in service that will improve the <br />community, school, county and /or state. This past summer, two youth from <br />Cabarrus County attended the event and developed a plan to implement a Youth <br />Council in the county. The plan goal is "To live in a community that values <br />the opinions of teens and empowers youth to be active citizens." <br />Through Cabarrus 4 -H Citizenship Focus, the county Commissioners and <br />employees have validated the need for educating young people on how county <br />government operates. Commissioner White has been interested in this concept <br />for more than a year and has been discussing possible implementation <br />strategies. <br />The NCACC (North Carolina Association of County Commissioners) has also <br />validated the opinions of young people by determining the top issues facing <br />teens in North Carolina. Congressman Larry Kissell recently established a <br />Congressional Youth Council. The City of Concord Youth Council reports to the <br />City Council. <br />Purpose <br />
